**Main Purpose and Function**
The Policy Analyst leads the development and implementation of water demand management policies and programs through stakeholder engagement, detailed tracking of water consumption by account, and strategic design. In support of corporate targets, this role develops and implements policies aimed at achieving sustained reductions in potable water use across the City of Vancouver. The Policy Analyst also provides leadership and direction to staff, including supervising the High Consumption team, assigning work plans, overseeing project implementation, and managing conservation and water use reduction programs.
**Key Contacts and Reporting Relationships**
As a senior union position, the Policy Analyst provides supervision and guidance to a team of three or more staff, including technical data specialists and program coordinators and reports to the Program Manager. The role collaborates extensively with contacts across all organizational divisions to track, analyze, and report on water use metrics, and serves as a primary point of contact for private-side water demand management initiatives.
**Specific Duties/Responsibilities**
- Leads demand-side management research, investigates innovative conservation technologies, and develops policies that drive measurable reductions in water demand.
- Prepares business cases and project future demand using performance metrics, cost-benefit analyses, and return-on-investment projections to support strategic decision-making.
- Analyzes historical and statistical data to inform the development and refinement of water conservation policies and programs.
- Drafts by-laws and policy recommendations to advance City-wide and corporate water conservation objectives.
- Develops and implements water conservation pilot projects, review metric analysis for accuracy, and contributes expertise to multi-departmental collaboration initiatives.
- Supervises the High Consumption team, providing leadership and corporate direction on leak cases to ensure efficient resolution and alignment with conservation targets.
- Prepares technical reports and presentations for Senior Management and/or Council audience to inform and influence policy and investment decisions.
- Builds and maintains partnerships with internal and external stakeholders to advance shared conservation goals.
- Performs other related duties as assigned to support departmental and corporate priorities.
**Minimum Qualification Requirements**
Education and Experience:
Completion of a degree in Environmental Studies, Urban Planning, Environmental Engineering, Engineering or other related discipline, preferably at the post-graduate level. Considerable related experience in a local government setting supporting policy and planning, with a focus on water demand management or similar utility management, or an equivalent combination of training and experience.
Knowledge, Skills and Abilities:
- Considerable knowledge of research methodologies, including best management practice reviews and analyses, used to develop municipal policies and regulations.
- Knowledge and/or practical experience with basic plumbing concepts, water meter technologies, and databases to support program inquiries and inform policy updates.
- Good knowledge of existing regional water conservation policies, principles, and regulations, with the ability to implement corporate policy to conserve potable water in a growing municipality.
- Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word) and considerable experience with SAP and Hansen (or similar asset management platforms).
