Position Summary:
Reporting to the Manager Utility Services, the Lead oversees and supports a small team that coordinates, implements, and monitors contracts and activities involving the County’s self-haul and curbside collection programs.

The Lead develops the strategic direction for waste management in the County and supports the Utility Department’s mandate for customer growth.

Core Accountabilities:
Daily Operations
- Ensure that all waste and recycling operations are in accordance with applicable Regulations and Codes of Practice.
- Continually strive for waste diversion improvements and circular economy advancement in the County.
- Work with stakeholders to initiate, expand, or otherwise alter current waste management programs and new initiatives.
- Manage varied contracts for the delivery of service and material supply relative the County’s Waste & Recycling programming.
- Respond to FOIP requests as administered by the County's FOIP Coordinator(s).
- Review and add professional commentary on all circulations, as appropriate.
- Prepare or direct the preparation of a variety of reports, support information, documentation, and research projects.
- Develop and maintain communication channels and messaging for program success including working collaboratively with the Communications department and managing the Waste Guide App.
- Review and make recommendations for new or existing County bylaws and standards.
- Act as a technical resource to provide education and support to employees and the public about programs, processes, and regulations.
- Represent the County, as required, in presentations to citizen and other groups such as Provincial Boards and Commissions, Inter-Municipal Committees and Council.
- Attend and participate in inter-jurisdictional meetings and activities on an ad-hoc basis.

Strategic Fiscal
- Assist the Manager to ensure work plans, business plans and budgets align with the overall direction of Council and Corporate objectives.
- Communicate with other Sections/Departments to ensure a coordinated approach to project/initiative identification, development and delivery and budgetary requirements and make recommendations to the Manager.
- Participate in budget preparation and administration, as well as monitor and control expenditures and revenues.
- Participate in the updating and/or implementation and roll-out of policies, procedures, guidelines or protocols and communicate pertinent information to employees.
- Develop and update the County’s Servicing Strategy as required.
- Establish and maintain an Asset Management program for solid waste infrastructure to plan for maintenance, replacement, and growth needs.

Leadership and People
- Provide technical guidance, coaching, mentoring and performance feedback in a timely manner; and in collaboration with the Manager participate in recruitment, performance management and discipline when appropriate.
- Ensure that all the operations under their supervision adhere to the requirements of the County’s OHS Program.
- Ensure workers have a clear understanding of their role and responsibilities relating to County’s health and safety program and in the Alberta OHS Act Regulation and Code.

General
- Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business, and residents of Rocky View County.
- Ability to perform subordinates’ responsibilities from time-to-time, as necessary.
- Perform other duties and special projects as assigned.

Position Requirements:
Completion of Bachelor’s degree in a related field along with a minimum five (5) years of industry experience. Municipal experience would be an asset.
- Demonstrated leadership skills, team building, conflict resolution, business/technical writing skills, coaching and mentoring abilities in addition to time management, organizational, problem solving and decision-making ability.
- Well-developed communication and interpretation skills, with the ability to work independently and collaboratively as well as a strong focus on customer service.
