JOB SUMMARY
As a member of the Distribution Program Delivery team, the Manager, Program Management is responsible for the development, management, administration, and ongoing monitoring of the program and project delivery methodologies within the CEDO division. The Manager, Program Management is also responsible for resource planning and allocation in support of Hydro Ottawa's capital, operational, and maintenance programs. The Manager, Program Management works closely with all program stakeholders and execution groups to ensure efficient, timely, and cost effective delivery of the annual work programs. Through performance indicators and decision support tools, the Manager, Program Management is responsible for the establishment and tracking of program delivery productivity targets.
MAJOR RESPONSIBILITIES
Responsible for Program Management within the OEB approved System Service, System Renewal, System Access and Operating, Maintenance & Administrative budgets, of approximately $100 million including, but not limited to:
Emergency/Critical Renewal
Distribution
Stations
Metering
Testing, Inspection, and Maintenance
Develop, operate and maintain program and project management methodologies.
Provide quality assurance for program and project management methodologies.
Coordinate, standardize, and deliver consistent reporting and business metrics at a project, program and portfolio level.
Development and maintenance of project control techniques as required for program and project delivery.
Coordinate and completion of DEAM required enterprise reporting.
Oversee all aspects of the Major Projects Portfolio to ensure compliance for technical and programmatic requirements.
Provide advice to the Director, Distribution Engineering and Asset Management, on matters related to the resourcing strategy.
Resource scheduling of all trades employed by Hydro Ottawa required for capital and OM&A related activities.
Resource scheduling of Hydro Ottawa contractors as required for capital and OM&A related activities.
Manage and monitor the master schedule for all distribution and stations construction and maintenance programs on an annual basis.
Complete quarterly schedule forecasts of work load and resource capacity and make recommendations and decisions regarding resource relocation and/or the procurement of external contractors.
Work with Operations Supervisors and Contractors to translate labour estimates to resource requirements and scheduling.
Foster and maintain relationships with key internal and external stakeholders to ensure critical work plan inputs and linkages are understood and maintained.
Work closely with all program stakeholder groups in the creation and scheduling of multi-year capital and maintenance construction programs.
Participate in the Emergency Response Organization including after-hours and on-call responsibilities.
Know and fulfill responsibilities as an Asset Service Provider as described in the Hydro Ottawa Strategic Asset Management Plan. As it relates to this role:
Define and manage the strategies, standards, operational, maintenance, and capital planning of Hydro Ottawa's assets; and
Efficiently implement of the operational, maintenance, and capital works plans for Hydro Ottawa assets.
Communicate the corporate vision and direction to staff.
Coordinate and lead continuous improvement initiatives.
Create and maintain a positive team focus on productivity, effective customer service, delivering capital and maintenance projects on time and on budget
Prepare annual capital, operational and human resource plans, monitor the effectiveness of the operations, processes, procedures, practices on the systems, develop recommendations and implement necessary changes and improvements both at the planning and operational levels.
Represent the utility with external stakeholders by establishing and maintaining strategic relationships including government agencies, industry colleagues, etc.
Perform other duties as required.
EDUCATION AND EXPERIENCE
University degree with a minimum of 10 years' experience in operations, 5 years of experience in project and program delivery methods, 5 years of experience and an advanced understanding of the project lifecycle and 5 years in a leadership role.
