- The role of the Manager of Procurement is to manage and co-ordinate activities and oversee Procurement services provided to partner hospitals of the Purchasing Department of the Queensway Carleton Hospital, third party Biomedical Services provided to the Hospital. As such, the incumbent is expected (but not limited to):
- Oversee provision of procurement services to external partner hospitals
- Be responsible for the procurement of: supplies, equipment, contracts, and capital
- Administer the department’s budgets, systems, service level expectations, relationships, staffing, process improvement, vendors, policy and procedure
- Represent the organization at a regional level for supply chain activities
**RESPONSIBILITIES**:
**_Operational Planning_**
- Prepare and manage the Purchasing Department operating budgets
- Design, develop, implement and maintain procurement services in order to achieve cost-effective processes for the organization; leading to operational excellence
- Guide staff in determining and validating specifications, end user requirements, negotiations, as well as reviewing, editing and preparing related documents
- Draft changes to policies and work procedures that will deliver effective, efficient service
- Respond to service issues and develop strategies to mitigate and remediate within resources wherever possible
- Coordinate annual Medical and Non-Medical capital ranking processes
- Coordinate activities of Biomedical Services including involvement in Medical Capital Procurement
**_Operations Management_**
- Administer, monitor and report compliance with the Broader Public Sector Directives, Canadian Free Trade Agreement, Comprehensive Economic Trade Agreement, Hospital Corporate Procurement Policy and other relevant Corporate Policies
- Manage procurement resources and systems to coordinate supply chain and logistics, including but not limited to Meditech, GHX, Budman, ESM, VIP
- Negotiate major acquisitions and contracts for hospital-wide requirements and serve as an advisor to all directors and senior leadership in their interpretation.
- Liaise with other hospitals to facilitate group purchases and contracts, sale/ loan of supplies and equipment for mutual benefit
- Work with Manager, Logistics to assure supply chain continuity, implement change management related to mobilization of internal and regional activities, and collaborate during supply disruption.
- Co-chair the Product Evaluation Standardization Committees for the Hospital and OR.
**_Human Resources Management_**
- Be responsible for hiring, developing, promoting, evaluating, disciplining and terminating purchasing staff.
- Administer ASP, C.A.R.E standards, performance excellence, and employee code of conduct
- Ensuring adherence to legislative requirements, corporate and departmental policies, and collective agreements/terms of references
**REQUIREMENTS**:
- Post-secondary education and seven (7) years’ experience within procurement and supply chain (five years are in a supervisory/management role of business administration, procurement, and/or supply chain are an asset)
- Or Fifteen (15) years’ related commensurate experience in procurement and supply chain - of which five years are in a supervisory/management role of business administration, procurement, and/or supply chain, in lieu of formal education.
- Extensive with knowledge of business, supply chain, best practices (from the Supply Chain Management Professional), finance/accounting, and management/leadership skills
- Ability to prioritize and plan effective use of resources and time
- Ability to evaluate team and individual performance/competencies, direct and distribute workload to match capacity to demand
- Knowledge and skill in analytics to assess and establish metrics/benchmarks and set performance objectives for improvement.
- Ability to align corporate goals with operational/department objectives to support operational and corporate priorities & shape a work environment which promotes success
- Strong skills in information technology/services
**PREFERRED**:
- Supply Chain Management Professional (SCMP)\CPP\CPSM designations
- Healthcare Supply Chain Management certifications
- Logistics Supply Chain Certification
- Business Supply Chain Certification
- LEAN and/or Continuous Performance Improvement designation/certification
