Reporting to the Director, Recruitment, Development and Inclusion, the Indigenous Relations Advisor will work toward advancing Indigenous initiatives across Manitoba Liquor & Lotteries and build and strengthen partnerships with Indigenous communities, organizations, businesses, and stakeholders. Operating under the principles of the United Nations Declaration for the Rights of Indigenous Peoples (UNDRIP), the Truth and Reconciliation (TRC) Commission Calls to Action and Manitoba Liquor & Lotteries Reconciliation Roadmap, the incumbent provides organizational guidance and integrated administration of Indigenous initiatives for employees, communities, organizations, internal and external stakeholders including government and non-government agencies.

**Duties**:

- Provide advice and recommendations to the Executive and Senior Management related to opportunities to enhance relationships with Indigenous communities.
- Provide advice and recommendations on broad policy issues, including reconciliation, respectful workplace/anti-racism initiatives and general relationship-building approaches.
- Create an environment which supports collaboration, inclusion and understanding of Indigenous history, cultures, and current matters of importance.
- Build team and individual capabilities and deliver on MBLL Indigenous commitment to reconciliation and make progress on our ReconciliAction Roadmap.
- Bring an Indigenous perspective, knowledge, and experience to bear on Manitoba Liquor & Lotteries decisions on matters of importance to Indigenous communities, stakeholders, and employees.
- Provide leadership and direction to all employees on Indigenous matters.
- Assist with the recruitment, promotion, evaluation, training development and management performance of employees within the scope defined by MBLL policies and Collective Agreements.
- Guide the Marketing, Communications and Human Resources departments to develop and implement recruitment plans and strategies targeting Indigenous peoples.
- Support recruitment/mentorship/retention of Indigenous employees.
- Act as a champion for the Indigenous Employee Resource Group (ERG).
- Support summer school programs and the Indigenous Internship Program.
- Support MBLL employees to develop effective, respectful, and sustainable relationships with Indigenous Peoples and their communities, organizations, and businesses, developing an understanding of their needs, priorities, and activities so MBLL can continue to grow as a thought leader and solution provider.
- On a rolling three-year cycle, working with the Program Manager, Diversity, Equity & Inclusion, update and implement the Indigenous program strategy and TRC roadmap.
- Engage and collaborate with local, regional, and national leaders in Indigenous engagement to inform strategy and practice, gaining an understanding of trends and developments and how they may impact MBLL, our partners, and external and internal stakeholders.
- Partner with key internal stakeholders to implement strategies and recommendations to continually strengthen Indigenous engagement and consultation in a manner that promotes collaboration and transparency with Indigenous communities and the Corporation.
- Participate in the identification of potential business opportunities with Indigenous groups.
- Guide organizational policy, practices, and strategies as they relate to reconciliation and in alignment with the Truth and Reconciliation Commissions Calls to Action.
- Participate or lead internal events to create greater awareness of Indigenous histories and cultures.
- Support various learning programs (i.e. 4 Seasons of Reconciliation, Kairos Blanket Exercise).
- Report annually on Indigenous initiatives.

**Primary Qualifications**:

- A Degree from a recognized education institution in a relevant field, including Business, Commerce, Education, Social Sciences, Human Resources, Indigenous Studies, or Management preferred, and a combination of experience, skills and knowledge of Indigenous knowledge system(s), decolonization, inter-generational trauma and the importance of positive self-concept, or equivalent combination of education, training, and experience may be considered.
- Seven (7) years of related experience in a large organizational environment with a successful record of strategic and operational planning and innovative and collaborative leadership in a complex, multi-union environment.
- Seven (7) years’ experience in a role working with Indigenous organizations, associations, or other related workplaces.
- Excellent interpersonal, communication and presentation skills (verbal and written).
- Proven relationship-building skills utilizing respect, reciprocity, creativity, collaboration, influence and innovation to engage others with authenticity and trust.
