**Project Manager - Arctic Research Foundation (1 year term)**
The Arctic Research Foundation (ARF) is a non-profit, charitable organization that is spearheading the development of innovative scientific infrastructure in the Canadian Arctic. Our state-of-the-art research vessels and self-powered mobile laboratories are enabling efficient and cutting-edge research in the region.
At ARF, we facilitate and catalyze scientific, cultural, and economic research in the Arctic. We collaborate with governments, universities, and other research institutions that require access to advanced infrastructure for their program initiatives. Furthermore, we work closely with Arctic Indigenous peoples to ensure that our projects are informed by and respectful of the diverse cultures and perspectives in the North.
The **Project Manager** leads day-to-day delivery of the Phase 1 feasibility study on behalf of ARF, ensuring the workplan, budget, schedule, and deliverables for all workstreams are delivered to the Steering Committee’s satisfaction.
This role is responsible for ensuring the approved workplan, budget, schedule, and deliverables across all workstreams are executed to the satisfaction of the Steering Committee, funders, and project partners. The Project Manager plays a central coordination role, integrating technical, regulatory, engagement, and communications activities into a coherent and defensible whole.
This position is offered as a **one-year term**, with the possibility of extension based on performance, project requirements, and available funding.
**Key Responsibilities**
**Project Delivery & Coordination**
- **Serve as the primary point of contact for all project management matters between ARF, the Province of Manitoba, Canada, AGG, contractors, and Indigenous partners**.
- Lead day-to-day coordination of all project workstreams, ensuring alignment across climate/ice analysis, port and rail infrastructure, fleet concepts, regulatory and environmental assessment, Indigenous engagement, and risk and safety.
- Identify gaps, overlaps, or emerging issues across workstreams and proactively resolve or escalate as needed.
**Planning, Scheduling & Reporting**
- Develop, maintain, and update detailed project management tools, including workplans, Gantt charts, workback schedules, and milestone trackers for all key deliverables (e.g., Inception Report, technical memoranda, interim and final reports, briefing decks).
- Coordinate and chair internal coordination meetings with ARF staff and contractors; prepare agendas, briefing notes, and action trackers.
- Prepare materials and support effective reporting for Steering Committee meetings, funders, and project partners.
**Budget & Resource Management**
- Manage the project budget, cash flow, and resourcing in close collaboration with Finance and Administration, ensuring expenditures align with contracts, funding agreements, and reporting requirements.
- Monitor burn rates and forecast needs; flag risks or variances early and recommend corrective actions.
- Identify missing roles or areas of capacity risk and propose solutions or additional positions in coordination with ARF HR, within approved budgets.
**Quality Assurance & Risk Management**
- Oversee quality assurance and quality control (QA/QC) processes for all technical, analytical, and engagement-related deliverables.
- Clarify and coordinate QA/QC roles and responsibilities across contractors and internal teams to ensure consistency, defensibility, and compliance with agreed standards.
- Track and manage project risks, issues, and change requests, escalating to the CEO and Steering Committee as appropriate.
- Ensure adherence to the conflict-of-interest framework and all reporting, documentation, and communication requirements outlined in the Terms of Reference.
**Data, Knowledge & Communications Support**
- Co-manage the project “data room” / evidence library with the Lead Researcher and Senior Operations and Logistics Manager, including access control, versioning, tagging, and traceability into final reports.
- Coordinate the production of briefing decks, summary materials, and press-related inputs, working closely with the Lead Researcher and CEO and in alignment with partner communications protocols.
**Qualifications & Experience**
**Required**
- Bachelor’s degree in a relevant field (e.g., engineering, environmental science, public policy, planning, logistics) or equivalent experience.
- 7+ years of experience managing complex, multi-stakeholder projects with multiple workstreams and contractors.
- Proven ability to manage budgets, schedules, risks, and deliverables for publicly funded or grant-funded projects.
- Strong project management skills, including use of workplans, schedules, and risk/change tracking.
