**Job Summary**:
Is the technical, onsite lead for the Region during construction to ensure quality control, assurance and acceptance of municipal infrastructure: water, wastewater, storm water, and all road related structures. The position monitors, inspects and documents construction activities and coordinates with Regional staff, consultants, contractors, external agencies and the public to ensure construction projects are completed as per the Regional contract and plans.

**Duties & Responsibilities**:

- Performs detailed field inspections of water, wastewater and road construction projects to ensure assets and the materials and methods used during construction comply with all related permits, regulations, standards and contract documents, drawings & specifications.
- Creates and maintains accurate and detailed project records for financial and technical purposes (e.g. daily diary, progress payment certificates and as-constructed drawings).
- Performs, arranges and/or witnesses quality assurance and quality control testing of linear water, wastewater and road assets and related construction materials.
- Coordinates project activities (e.g., shutdowns, road closures and testing) between the Region and the contractor to maintain water quality, minimize service disruptions to the public, and ensure compliance with regulations.
- Provides technical support to the Regional Project Manager, consultants and contractors regarding construction methods and staging (i.e., sequencing of events) as well as resolution to design issues arising through construction.
- Creates and maintains professional relationships with Regional staff, Local Municipal staff, consultants, contractors, emergency services (i.e. fire), Councilors, Regulatory Authorities and the public.
- Communicates in a professional and courteous manner with residents and businesses regarding project information, mitigating impacts and resolving issues related to construction.
- Operates various technical equipment to complete utility locates, undertake backflow testing, take measurements and complete materials testing.
- Supports the capital delivery program through rotations into Development Inspection, Surveying & Geotechnical Material Testing.
- Demonstrates independent problem solving and draws upon construction experience to resolve or recommend the best approach to technical challenges.

**Skills & Qualifications**:

- Diploma in Civil Engineering (Municipal) or equivalent from a recognized community college.
- Five to seven (5-7) years of experience in construction of municipal infrastructure.
- Three to five (3-5) years of direct experience in inspection of municipal infrastructure.
- Certified, or eligible to be certified, as an engineering technician/technologist with OACETT.
- Knowledge and understanding of Ontario Provincial Standards (OPS), American Water Works Association Standards (AWWA), Ontario's Safe Drinking Water Act (SDWA).
- Knowledge of backflow prevention and cross connection control.
- Familiarity with AutoCAD.

- Construction inspection requires availability to work seasonal overtime hours.
