Job Summary

Reporting to the Director, Airport & Flight Information Services, the Manager, Air Traffic Operations (MATO) - Airports is responsible for overseeing site operations in the Winnipeg FIR. Responsibilities include resources planning, including human, financial, and material resources to ensure a safe and proper level of service is delivered at airports throughout the FIR. The MATO-Airports is accountable for multiple sites and ensures site personnel and stakeholder relations are managed in a consistent manner, in accordance with ATSAMM, MATS, CARs, and company direction.

In this role you will:

- Lead a team of Site Managers and employees by creating a collaborative environment that provides its employees direction, continuous learning, development, and commitment to a common vision and shared values.
- Establish goals, objectives, and performance indicators to support Corporate and Operations strategic goals, as well as provide periodic reporting to the Director, Airport & Flight Information Services with corrective actions to improve operational performance.
- Ensure the safety, service, and quality of airport services provided across the FIR in collaboration with the Site Managers, ATS Learning Delivery, and ATS Standards by:

- Providing oversight of quality assurance at the sites in accordance with the IQA program processes and work instructions.
- Oversight and reporting on corrective action plans to address any site deficiencies in accordance with the SMS program.
- Identifying trends in local service delivery to improve safety and service.
- Being accountable for Site Manager plans and implementation of facility maintenance, as well as ATS technologies that contribute to resource and service improvements.
- Ensuring consistent and maximum use of existing technology and procedures to improve safety, efficiency, and training success.
- Participating in the implementation of outcomes from FIR-wide aeronautical studies to ensure proper level of service.
- Being accountable to ensure Site Managers maintain site OSH, site security, and hazard prevention programs and services.
- Being accountable at the FIR site level to plan, train, and manage the development and delivery of Emergency Response Planning and Business Continuity Planning.
- Be accountable for Site Manager budgetary plans and forecasts based on operational and resource requirements and priorities.
- Develop and maintain strong relationships with the FIR, advocating for an engaged and motivated workforce, building skills to leverage capabilities of diverse groups of individuals, and maintaining a collaborative and effective Employee Relations working environment.
- Be fully accountable for Site Managers’ performance of Human Resources and Labour Relations responsibilities.
- Support ATS Standards by ensuring all managers use national standards and common platforms to ensure staff meet all licensing, medical, and proficiency requirements as required for their positions.
- Support ATS Learning Delivery through proper engagement to ensure site UQTPs align with national commonality and standards and are delivered consistently as approved.
- Proactively monitor and respond to customer needs and coordinate a common regional response that conforms to national guidance.
- Build and manage relationships with key internal and external stakeholders, including airport operators, Transport Canada Regional Inspectors, Environment Canada, aviation users/customers, and local union representatives.
- Represent NAV CANADA on external working groups, committees, meetings, and forums as and when required.

What you bring:
Education:

- Has or has held an ATS license or certificate or has obtained an equivalent level of knowledge through extensive management experience in an operational aviation environment.

Experience:

- At least 10 years of relevant experience in the industry with at least 5 years of related supervisory/management experience of diverse and sometimes physically remote teams.
- Proven leadership experience demonstrating the skills required to manage people, processes, and information in an operational environment.
- Demonstrated experience in managing a budget and related financial processes.

Knowledge:

- Knowledge of Air Traffic Management.
