The Manitoba Wildfire Service branch is responsible for ensuring the department’s legislative responsibilities Under the Wildfires Act are met, including wildfire management planning, response, prevention and mitigation, through the delivery of programs and services, and management of resources entrusted to the branch to carry out this mandate.
Conditions of Employment:
- Must be legally entitled to work in Canada
- Must be willing and able to work evenings, weekends and overtime as required.
- Must possess and maintain a full stage Manitoba class 5 Driver's Licence.
- Must be willing and able to travel throughout the Province of Manitoba as required including flying frequently in a wide variety of small aircrafts in adverse weather conditions and be able to stay overnight as required.
- Must be physically able to perform the duties assigned to the position.
Qualifications:
Essential:
- Post secondary education in a resource-based or emergency management program. An equivalent combination of education and experience may be considered.
- Extensive experience in emergency management best practices, including wildfire operations, prevention, mitigation and incident management.
- Experience with the procurement of equipment and supplies.
- Experience supervising and Lead staff.
- Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
- Management experience with responsibility for human, equipment and financial resources.
- Strong financial acumen with experience in comptrollership, budgeting and financial management.
- Strong verbal communication skills with the ability to communicate in a clear and consice manner with internal and external stakeholders.
- Strong written communication skills.
- Strong leadership skills including experience providing strategic advice to senior leaders on complex topics and sensitive issues while demonstrating political acumen.
- Strong decision making skills with the ability to communicate with stakeholder and industry groups threatened by wildfire while balancing internal needs and branch limitations and assisting other jurisdictions or level of government.
- Experience providing leadership in the design and implementation of policies and programs.
- Knowledge of legislation and acts related to Wildfire.
- Experience building relationships with Indigenous people and implementing the principles of reconciliation.
Desired:
- Experience translating strategic priorities into clear operational and business plans, including strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards).
**Duties**:
The Provincial Operations Manager is responsible to develop and manage all contracts, service agreements and purchasing of equipment and supplies on behalf of the branch. Ensuring contracts are current, aligned with central government policy, managed effectively and efficiently and ensuring fire-line administration policy and procedures are current. Managing the daily operations of the Provincial Fire Center; and is the primary Provincial Duty Officer (PDO) throughout the fire season. As the PDO, responsible for the prioritization, placement and cost effective use of resources. Manages the work of various staff, help manage the Provincial Fire Cache/ warehouse. Take part and/or oversee committees and working groups. Operations Manager fills a senior position within the Incident Management Team program as required.
