Position Overview The Supply Chain Management Shared Service (SCMSS) supports health services delivery across Manitoba with supply chain services that include contracting, procuring and distributing supplies, equipment, and services to service delivery organizations (SDOs) across the health sector. The SCMSS utilizes a category management methodology consistent with the Government of Manitoba. As the Health & Population Cluster, SCMSS Contracting is responsible for establishing contracts for in-scope items that can be used by stakeholders across public sector partners. The Director Provincial Distribution Logistics plays a key role in establishing and leading the functions note above across all SDOs, and provides ongoing leadership to enable and drive innovation, mitigate supply disruptions and other risks, manage inventories and critical patient supplies and services and hold suppliers accountable for performance of contract deliverables. Main Function The Director Provincial Distribution Logistics is responsible for Leading a provincial team of 16 direct reports with a staffing complement of approximately 430+ direct and indirect employees. Building and maintaining strong stakeholder engagement and ensures collaboration in the provision of optimal distribution, logistics and overall material management services within Shared Health and all other SDOs. Implementing a strategic plan for a comprehensive logistics solution and network to support internal and external clients across the health continuum and works collaboratively with other government departments and ministries to support the needs of Manitobans. Identifying service improvements, opportunities to reduce costs and increase efficiency for distribution and logistics functions and operations. Working collaboratively with other SCMSS directors and managers to implement policies or procedures that enhance service and performance outcomes, by leveraging lean solutions to increase productivity and improve efficiencies while nurturing a culture of optimal client service and managing the distribution and logistics functions related to over $900 million in annual healthcare purchases in Manitoba and managing several thousand inventory line items. Managing all operational functions of distribution and logistics, including but not limited to supplier service delivery management, integration with procurement activities where needed particularly as it relates to supply disruptions, bulk purchases and safety stock inventory as well as balancing inventory holding costs with adequate supply to maintain or optimize client service. Leads the health sector transportation and distribution functions for supplies during emergency situations such as fires, pandemics, mail disruptions and any other emergency situations that impact the delivery of supply services to all SDOs across the province. Deliver a collaborative, customer-oriented service supporting administrative and clinical leadership, while ensuring vital supplies are available in a timely manner, within budget, and in the quantity and location needed. Create and monitor relevant key performance indicators and metrics and report on operational performance, change initiatives, and risk identification and mitigation to meet organizational frequency and timing. Attain the best value for the health system while maintaining compliance with all relevant storage and distribution regulations, legislative requirements, policy, processes, financial controls and directives. Experience 10 years of experience managing a large distribution and logistics network that focuses on creating a client centered service that delivers enterprise-wide supply chain functions that optimize warehousing space, efficiency improvement, proper and safe handling of materials, timely and efficient distribution, effective inventory control and management in a large multi-site network, preferably in healthcare or other similar public sector enterprises, including: 7 years of experience creating and leading collaborative teams; building capacity and engaging in individual and team performance management Minimum of 5 years of experience working with senior leaders and key stakeholders, creating and building trusted relationships that are foundational for the success of a geographically dispersed warehouse and distribution network that serves urban, rural and remote regions. 7 years of experience successfully managing effective, appropriate, timely and efficient warehousing, shipping, receiving, inventory management and control, and distribution of supplies at minimum at a regional level. 5 years of experience developing and implementing annual operating plans with a focus on cost effectiveness and financial stewardship supported by key performance metrics that demonstrate the service performance levels achieved and benchmarked against leading practices or established organizational targets. 5 years of experience working with supply chain modules of enterprise resources planning systems such as and preferably SAP. 5 years of experience in applying process and materials handling improvement frameworks (e.g. LEAN, Kanban, or Six Sigma), setting up centralized warehousing with decentralized distribution, and balancing inventory with fiscal stewardship and sustaining consistent supply 5 years of experience in demand planning and forecasting, inventory management, and implementing warehouse and materials handling technologies (e.g. RFID tracking) to support optimal supply and distribution of products and equipment 3 years of experience in managing or collaborating with stakeholders that are involved in specialized supply chain requirements such as medical device reprocessing, surgical supply chains inventories, and consignment processes. Education (Degree/Diploma/Certificate) Post-secondary degree in supply chain management, logistics, business administration, commerce or a related field from an accredited post-secondary education institution Additional specialized training in supply chain management, particularly distribution and logistics and inventory or health services management are assets An equivalent combination of education and experience may be considered Certification/Licensure/Registration Active member in good standing of an associated regulatory body as appropriate Supply Chain Management Professional (SCMP); or related designation in logistics or supply chain (e.g. certification (PLog) from the Logistics Institute Canada or the American Production and Inventory Control Society) are assets Qualifications and Skills Demonstrated senior -level leadership capabilities The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework Physical Requirements Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg Interruptions to respond to questions are common, dedicated and focused time for planning and concentration can be scheduled Travel throughout the province requiring a valid Manitoba driver’s license and use of a personal motor vehicle We have a unique ability to work together to make health care better.
