**RESPONSIBILITIES**:
Strategic Planning, Risk Mitigation And Leadership
- Manage IT department operational and strategic planning, including business requirements, project planning, and organizing and negotiating the allocation of resources;
- Formulate and deploy long-term strategic plans for acquiring and enabling efficient and cost-effective information processing and communication technologies.
- Instigating and managing major IT projects in accordance according to business needs and budget restrictions, including system updates and migrations.
- Development and management of strategic clinical information systems and plans.
- Establish and develop long-term relationship management plan with the federal funding partners.
- Establish Clinical Information System strategic direction at the program level (Wellness, Education and other STC departments)
- Provide expertise on Information and Communications Technology projects and project manage ICT components at all levels.
- Follow industry standard risk management processes to assess, manage and mitigate organizations risks to cyber-security and IT operations.
- Develops and maintains strong relationships with internal and externals partners.
- Support the development of STC’s disaster recovery and business continuity plans, advising on issues related to IT.
- Develops the expertise of staff, conducts training; creation of IT knowledge base.
- Provides status reports for various IT projects; monthly reporting etc.
- Manages IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
- Works within the confines of the IT unit budget, quarterly forecasts and implements the appropriate expenditures controls to manage costs by providing recommendations to the Chief People Officer on expenses, purchases and resourcing costs prior to purchase or agreement to services; reviewing and monitoring costs; continuously seeking new ways to optimize expenses and labour costs.
- Develops strong teams to carry out the IT strategies by recruiting, selecting, training and on-boarding new employees as required.
- Provides leadership, training, support and direction to IT staff providing coaching, mentoring and developing of existing professions with the program; communicating performance and client expectations and standards and ensuring applicable policies, procedures and best practices are adhered to.
- Delegates and monitors work of staff members; leading the development and implementation of processes and best practices within the scope of the program.

Operational Management
- Support the effective development, implementation, and oversight of member First Nations learning management systems and Student Information Systems such as Edsby, Brightspace, Google Classroom, Maplewood, and ASPEN;
- Ensures that the data is entered and stored in a manner that does not allow for data tampering and/or unauthorized access including database backup and recovery;
- Assists in the training of new software for both internal and external clients and leads processes to develop standardized data entry;
- Analyze and interpret statistical data in order to identify significant differences in relationships among relevant sources of information, make forecasts, and to provide projected figures;
- Summarize key findings in reports and documents using easily understandable charts, graphs and tables while supporting the preparation of reports, documents and other written material;
- Build relationships with other organizations/institutions and external researchers to identify collaborative funding opportunities;
- Act as the primary contact regarding data support, data management issues and reporting capabilities;

- Define and communicate project milestones, service level agreements, and resource allocation to C-Suite team, department leads, support staff, and end users;
- Assist with development and review of budgets for the IT department and ensure they comply with stated goals, guidelines, and objectives;
- Review performance of IT systems to determine operating costs, productivity levels, and upgrade requirements;
- Benchmark, analyze, report on, and make recommendations for the improvement of the IT infrastructure and IT systems;
- Oversees bid requirements for all hardware and software upgrades, reviews submitted bids for compliance with stated requirements, and makes the appropriate award;
- Oversees the deployment, monitoring, maintenance, development, and support of all hardware and software based on department needs;
- Develops business case justifications and cost/benefit analyses for IT spending and initiatives;
- Directs research on potential technology solutions and implementations in support of new initiatives, opportunities, and procurement efforts;
