**Nature and Scope of Work**
This is advanced supervisory and clerical work in the Public Information Counter and Police Information Checks section of the Delta Police Department. An incumbent of this class supervises, schedules, trains and reviews the performance of subordinates responding to the public and performing clerical front counter services; develops and conducts classroom training sessions; develops work methods, standards and procedures; maintains liaison with outside agencies and superiors on operational problems and concerns. An incumbent of this class works under general supervision, exercising considerable independent judgement on operational matters, but discusses and/or refers the more complex problems or policy issues with a superior. Work is evaluated in terms of conformance to established policies and procedures, the effectiveness of section operations and services rendered to the department and the public.
**Illustrative Examples of Work**
- Plans, assigns, reviews, trains and supervises the work of a group of staff responding to the public on crime-related and policing matters and performing clerical front counter services; provides direction and guidance on all work related issues; discusses and assists in the resolution of workplace problems; schedules staff and approves leave requests; monitors daily staff coverage to ensure operational requirements are met; conducts performance reviews and assesses the need for training; and participates in interviews, staff selection and hiring.
- Develops and conducts classroom training sessions; prepares lesson plans and course materials; and arranges for speakers.
- Provides on-the-job training, coaching and mentoring to subordinate staff; prepares an evaluation report on each subordinate trained; provides one-on-one training in PRIME operation and operating procedures.
- Supervises the performance of subordinates to identify refresher training needs, readiness for further training; and evaluates work of same.
- Develops work methods, standards, procedures and manuals to ensure operational requirements are met; identifies and recommends improvements to process and procedures and, upon approval, implements same; maintains liaison between own section and Management on operational problems and concerns; submits agenda items and attends various meetings; acts as a resource person on procedures; and provides input into the preparation of budget requests.
- Performs file review for quality assurance in CAD (Computer Aided Dispatch) and RMS (Records Management System); copies and reviews concerns or complaints from the public including voice recordings to provide feedback to staff.
- Investigates concerns or complaints from the public on police-related matters, initiates the appropriate action to resolve and/or escalate to supervisor.
- Liaises with outside agencies; and develops and maintains effective working relationships with public safety partners.
- May perform the work of a Public Information Representative in periods of staff shortage or other short term situations.
Performs related work as required.
**Required Knowledge, Abilities, and Skills**
- Thorough knowledge of departmental functions and procedures, of specialized sections within the department and police needs regarding public information counter services.
- Considerable knowledge of the federal, provincial regulations and related bylaws and other regulations.
- Sound knowledge of the Criminal Code of Canada as it applies to the work performed.
- Sound knowledge of online crime reporting methods and platforms.
- Sound knowledge of other agencies or services available in the municipality.
- Sound knowledge of software, databases and police data systems.
- Sound knowledge of the methods, practices, and procedures pertaining to retrieving, manipulation, and retrieval of data and documentation
- Ability to assign, supervise, evaluate and document the performance of a group of subordinates and to provide staff with orientation and training.
- Ability to listen and discern significant information from the caller and to retain facts pertaining to an incident.
- Ability to exercise independence and sound judgement in making quick and accurate decisions regarding departmental responsibility and action.
- Ability to interpret and explain rules and regulations in a supervisory capacity.
- Ability to establish and maintain liaison and effective working relationships with a variety of internal and external contacts.
- Ability to deal tactfully and effectively with others and to communicate effectively both orally and in writing.
