Finance and Information Technology Manager

The Ottawa Student Transportation Authority (OSTA) manages and delivers student transportation services safely, effectively and efficiently for the more than 70,000 students of the Ottawa Catholic and Ottawa-Carleton District School Boards receiving transportation services each day.
**Position Summary**:
Reporting to the General Manager/Chief Administrative Officer (GM/CAO), the Finance and Information Technology (IT) Manager provides strategic guidance, advice and support to the General Manager/Chief Administrative Officer, the OSTA Leadership Team and the Board of Directors. The Finance and IT Manager is responsible for providing leadership and direction to the business operations of OSTA, including in areas related to finance, procurement, contract management and information technology. This role is pivotal in leading OSTA’s financial management, driving financial strategy, risk management, and corporate operations, ensuring the organization’s long-term fiscal health and technological agility.
With responsibility for developing and managing OSTA’s ~$90M budget, the Finance and IT Manager provides expert financial analysis, risk identification, and mitigation strategies, equipping the GM/CAO with the insights needed to shape high-impact initiatives and maximize organizational revenues. Beyond finance, this position oversees the operational integration of corporate functions, including contracting and IT, ensuring that financial and technological infrastructures align seamlessly with organizational goals. They also lead the development and evaluation of relevant policies and procedures, corporate planning, and strategic decision-making.
The Finance and IT Manager also represents OSTA to external partners and stakeholders, including member board administration, the Ontario Ministry of Education and others.
**Qualifications / Experience**:
- Professional accounting designation (CPA or equivalent) or Master in Business Administration (MBA).
- Minimum 5 to 8 years’ experience in a senior financial management role.
- Excellent communication and stakeholder management abilities.
- Proficiency in accounting software, financial management systems, and IT tools.
- Experience with public sector funding, grant management, and reporting is an asset.
- Proven track record of growth in progressively senior IT roles is an asset.
- An equivalent combination of education and experience may be considered for staffing purposes.
