**Who is Chief Red Bear Children’s Lodge?**
Cowessess First Nation is the first Indigenous rights holder Nation to sign a coordination agreement in Canada. Cowessess First Nation asserted jurisdiction when it comes to child welfare and family services through the implementation of the _**Miyo Pimatisowin Act**_ and respected by Canada through their Bill C-92 legislation. Chief Red Bear Children’s Lodge (CRBCL), which has jurisdiction from the Miyo Pimatisowin Act, changes the approach of child and family services by providing support in a way that is rooted in traditional Indigenous values and cultural practices. Rather than the common intervention approach, CRBCL provides empowerment through a prevention approach with healing and prevention as the preferred method for ensuring children and their families are safe and growing together in a healthy way.
**Position Summary**
The Director of Policy & Data Management reports to the Associate Chief Executive Officer. The primary role is to provide strategic oversight in policy development and maintenance of database systems specific to child and family services within Chief Red Bear Children’s Lodge. We are currently developing policies and designing the Child Welfare Database, focusing on client service within an Indigenous child welfare service model while building financial and data governance accountability structures. The Policy and Data Management Department will become a full strategic partner within the internal and external partnerships within Saskatchewan and all other provinces and territories, including other Indigenous governing bodies throughout Canada.
- Proficiency in data analysis tools, including the ability to use data to identify challenges, drive decisions, and measure the impact of policies and systems for continuous improvement
- Proven leadership skills with the ability to lead, mentor, and develop a high-performing team, fostering collaboration, accountability, and professional growth
- A deep commitment to the welfare and safety of children and families
- Experience in grant writing, budgeting, and managing public funds is a plus
- Knowledge of data privacy and confidentiality issues related to child welfare data
- Strong analytical, research, and problem-solving abilities, with a keen ability to assess challenges from multiple perspectives and develop effective solutions
- Demonstrated ability to lead policy development and improvement using research, data analysis, and collaboration with key stakeholders to enhance organizational outcomes.
- Demonstrated ability to build and maintain credible, collaborative relationships with diverse stakeholders, including federal, provincial and Indigenous officials, legal professionals, and community partners
- Exceptional communication and negotiation skills, with the ability to influence, persuade, and engage a variety of stakeholders effectively
In order to qualify for this position, the following knowledge, skills and abilities are required:

**Education and Experience**
- A master’s degree in public policy, Social Work, Public Administration, Data Science, or a related field is preferred (combination of education and experience may be considered).
- 7-10 years of experience in policy development, data analysis, and/or management within the child welfare or social services sector.
- Knowledge and ability to develop and maintain data reporting systems to track performance metrics, program effectiveness, and agency outcomes.
- Knowledge of Bill C-92 and Miyo Pimatisowin Act highly desired.
- Experience working within an Indigenous framework or the desire to learn and grow in this environment is highly desired.
- Proven track record of successful advocacy and policy change at the local, provincial or federal level.
- Excellent leadership, strategic thinking, and problem-solving skills.
- Strong knowledge of child welfare systems, regulations, and best practices is an asset.
Skills & Abilities
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with other office software.
- Self-motivated with the ability to work productively with mínimal supervision as well as within a team setting
- Strong attention to detail and ability to prioritize tasks effectively.
- Superior typing skills and computer experience with the ability to create accurate and visually pleasing documents using Adobe and Microsoft Office programs such as Outlook, Word, Excel, Sharepoint, databases, etc.
- Strong organizational skills and punctuality with the ability to multi-task
- Effective problem-solving skills and the adaptable in order to work productively u
