Position Summary
The Director, Facilities & Fleet, is responsible for the strategic oversight, operational management, and continuous improvement of the City’s fleet and facilities portfolio. This includes leading strategies for acquiring, maintaining, disposing and safeguarding of city facilities and fleet assets, managing capital projects, and ensuring alignment with organizational goals. As a member of the City’s senior leadership team, the Director plays a vital role in strategic planning, stakeholder engagement, financial oversight, and people leadership while safeguarding City assets and promoting innovation and sustainability in operations.
Key Duties & Responsibilities
Report directly to the Deputy City Manager, with full autonomy for day-to-day operational decisions within City policies and Council directives.
Develop and execute strategic and operational plans aligned with City-wide goals, including long-term and annual business planning.
Lead the planning, development, and delivery of departmental programs and services, ensuring alignment with City Strategic Plans, bylaws, and asset management policies.
Provide strategic oversight for fleet and facilities maintenance, acquisition, disposal, and capital improvement projects.
Prepare and manage multi-year financial, operating, and capital budgets, ensuring fiscal accountability, accurate forecasting, and adherence to corporate standards.
Direct procurement processes, risk mitigation strategies, and capital project management to ensure timely and cost-effective delivery.
Build and maintain strong relationships with City Council, community partners, and stakeholders while addressing high-profile, politically sensitive issues.
Serve as the City’s spokesperson for Fleet and Facilities, including representing the department in negotiations, consultations, media engagements and Council meetings.
Lead a department of approximately 230 employees, including six direct managerial reports, ensuring workforce planning, employee engagement, and adherence to safety and collective agreements.
Mentor and coach the management team, oversee talent development, performance management, and succession planning.
Implement risk management plans, monitor compliance with policies and safety standards, and promote innovation in energy management, security, and asset management.
Collaborate with senior City leaders on cross-departmental initiatives, policy development, and high-impact projects.
Ensure program evaluation, service level agreements, and performance targets are in place to drive operational efficiency and continuous improvement.
Maintain awareness of leading practices in fleet and facilities management, integrating innovation and best practices into departmental strategies.
Key Qualifications
Bachelor’s degree in Business Administration, Engineering, or a related field.
Over 10 years of senior leadership experience in fleet or facilities management, emphasizing strategic planning, budgeting, and stakeholder engagement.
Proven ability to lead large teams, execute operational plans, and deliver complex capital projects.
Strong leadership, communication, and interpersonal skills, with expertise in managing stakeholder relationships and navigating political environments.
Advanced proficiency in financial management, including budgeting, forecasting, and cost control.
Experience in asset management, procurement, and building lifecycle practices is an asset.
Skilled in driving innovation, solving complex problems, and executing strategic operational plans.
Working Conditions
This role is primarily office-based, but many employees within the department work in non-office environments.
Occasional on-site presence is required at locations such as construction sites or during renovation projects.
