**About Us**:
The mandate of Elections Alberta is to administer open, fair and impartial elections by providing stakeholders with the necessary information and means to participate in the democratic process. We also provide support to election officials to ensure impartial service delivery and serve in an advisory and regulatory role to achieve compliance in electoral finance activities.
Elections Alberta is a non-partisan office of the Legislative Assembly.
**Role Summary**:
Reporting to the Director, Data Coordination and Geomatics, the Data Coordinator is the liaison between Elections Alberta and our partners in the acquisition and distribution of data supporting the maintenance of the Provincial Register of Electors and electoral activities at multiple levels of government. Strong interpersonal, communication skills, and relationship management skills are essential for success in this position.
The Data Coordinator will work closely with internal and external partners to gather requirements and negotiate agreements that enable new data sharing opportunities while strengthening and improving existing partnerships. They will also provide ongoing user support and communication surrounding the access, use, and quality of the data exchanged between Elections Alberta and our partners.
**Role Responsibilities**:
Key areas of responsibility include:
- Communicating and enforcing complex legislative, legal, contractual, and technical requirements while managing project timelines, data access, and relevant technologies to assist in the exchange of data to municipal Returning Officers, senior staff from Government of Alberta ministries, and internal teams at Elections Alberta.
- Facilitating partnerships and information sharing by developing, negotiating, and managing data sharing agreements.
- Acting as the initial and primary client contact supporting and guiding external clients and partners.
- Support queries, concerns, best practices, and issues related to data sharing agreements, technical standards, data attributes, data access, user constraints, change management, data collection, management and use, and project development to ensure effective integration of secure, high-quality information.
- Fostering internal and external relationships with staff, clients, and partners to ensure mutual understanding of internal and external business requirements and needs.
- Participating in presentations and discussions to generate and clarify business requirements, collect feedback, and develop plans for continuous improvement.
- Creating plans for and delivering in-person and online training, education, and reference materials for delivery to municipalities to guide the exchange of physical address and Register of Electors data, including data collection tools.
- Building supports to help clients understand existing policies, systems, and data attributes.
- Facilitating data acquisition, distribution, and management, including administering and maintaining secure bi-directional flow of data between Elections Alberta and external clients and partners.
- Developing documentation and tracking methodologies for data acquisition and distribution projects.
- Regulating secure access to data storage and distribution tools and services.
- Assisting with quality assessment and validation of new data assets, supporting data extraction, transformation, and loading of data products where appropriate;
- Solving problems relating to project management, data quality, technology, capacity, and end-user capability internally and externally.
**Qualifications**:
Education and Experience:
- A post-secondary degree in humanities, social sciences, or information systems plus two years progressively responsible experience; or other equivalent combination of education and related experience.
Skills and Abilities:
- Ability to synthesize complex legislation and procedures to develop effective materials and resources.
- Significant interpretive and evaluative thinking is required, along with the ability to build and maintain relationships and facilitate data exchanges.
- Ability to engage with differing or dissenting interpretations or opinions of legislation and legal agreements governing the exchange of data from internal and external legal teams and senior management.
- Strong written and verbal communication skills, including effective presentation, editing, proofreading skills.
