About Us
One of BC’s Top Employers, the City of Coquitlam offers meaningful career opportunities to make a difference within the local community. As the sixth largest city in BC and the largest municipality in the Tri-Cities, Coquitlam is home to more than 160,000 residents and continues to grow as one of Metro Vancouver’s most dynamic and connected communities.
Our municipality is the Regional Town Centre of the Northeast Sector of Metro Vancouver and is thriving through innovative planning and urban design, inspiring arts, culture and recreation programs, and modern urban parks. We are connected by state-of-the-art transportation systems and are experiencing significant transit-oriented growth around the Evergreen Line SkyTrain stations, while continuing to build complete, livable neighbourhoods in Southwest Coquitlam and Burke Mountain.
Our brand is built on excellence in governance, managing resources in a responsible and sustainable manner, and supporting a vibrant, growing regional urban centre with new infrastructure and public amenities to serve our community. The City has been recognized for excellence in municipal administration and is home to a high-performing organization that values innovation, collaboration, and public service. We are also deeply committed to advancing reconciliation, fostering equity, diversity and inclusion, and maintaining respectful relationships with First Nations.
We envision a bright future in Coquitlam — one built on teamwork, integrity, and service excellence — and we hope it includes you.
About You / What We Are Looking For
The Manager, ICT Security is a new pivotal leadership role for the City of Coquitlam, and we’re looking for a passionate security professional who’s ready to shape and strengthen our cyber security program.
In this exempt position, you’ll be a trusted advisor to the Chief Information Officer and a key partner to leaders and teams across the organization. In this role you can look forward to leading and advancing:
- City-wide ICT security strategy, planning and design, governance, policy, and standards
- Security operations improvements (prevention, detection, response and resiliency), across on-premise and cloud environments
- Cyber incident response, investigations, and coordinated remediation
- Security awareness initiatives that strengthen culture and reduce risk
- Dashboards and reporting that clearly communicate security posture and risk
If you’re excited by public-facing work and want to make a visible impact protecting essential services and community trust, we’d love to hear from you.

- Demonstrated experience leading or overseeing core cyber security functions such as:
- Security governance (policies/standards), risk management, and compliance support
- Incident response and cyber security investigations
- Professional certification such as CISM, CISSP, ISO 27001/27002 (or an equivalent industry-recognized security credential).
- Demonstrated ability to communicate effectively with technical and non-technical audiences, including writing reports and presenting effectively to Council, executives and leadership.
Preferred Qualifications
Strong working knowledge of recognized security frameworks and controls, such as:
- NIST Cybersecurity Framework (NIST SP 800-53) or ISO27001/27002
- Experience developing and delivering a cyber security program including:
- Multi-year roadmaps and prioritized initiatives
- Operational security procedures and repeatable playbooks
- KPI/KRI reporting, cyber risk dashboards, and continuous improvement metrics
