Due to an internal transfer, we are pleased to offer an exciting opportunity for a self-motivated professional to join Mainroad Chinook Contracting LP as our **Contract Manager**. In this role, you will provide leadership and strategic direction, overseeing planning, organization, coordination, and execution to ensure contract requirements and business objectives are met. This is a full-time salaried position based at our Calgary, AB office, reporting to the Director, Alberta Infrastructure Services.

Mainroad Chinook Contracting is contracted by Chinook Highway Operations Inc. - a partnership between SNC-Lavalin Operations & Maintenance Inc. and Acciona Concessions Canada (2008) Inc. The maintenance contract includes services such as road repair, snow-removal and lighting maintenance for the Southeast Stoney Trail (SEST).

- Minimum 10 years of progressively responsible experience in a leadership role in highway maintenance, heavy civil construction, or a related industry;
- Completion of a degree or diploma in Engineering, Business Administration or Construction Management is required, or an equivalent combination of knowledge, skills and experience;
- Demonstrated ability to lead high-performing teams, build strong internal culture and implement succession and talent development plans;
- Demonstrated experience in budget preparation, financial oversight, and cost control in a complex operational environment;
- Experience in stakeholder engagement with government agencies, Indigenous communities, and external contractors;
- Knowledge of highway maintenance processes, cycles, workflows, safety requirements (e.g. OH&S legislation), and quality standards (e.g. ISO);
- Project management skills to oversee and manage multiple concurrent highway maintenance, bridge, and pavement marking contracts and projects;
- Ability to read and interpret contract documents and ensure compliance to contract requirements;
- Computer skills and strong proficiency in Microsoft Office Suite (Word, Excel, Outlook) and relevant operational systems (e.g. GPS/AVLS systems, ERP software);
- Strong knowledge of provincial highway maintenance contracts, Public-Private Partnership (P3) contracts, specifications, and performance standards is an asset;
- Proven ability to manage highway maintenance and construction operations (e.g. snow/ice control, bridge maintenance, pavement markings, pavement repair, etc.) is an asset; and,
- Management experience with the ability to interpret applicable legislation such as _Employment Standards_ is an asset;
Job duties include, but are not limited to the following:

- Provides leadership and direction to personnel to meet the performance requirements of the government and outside work contracts obtained by the company;
- Develops and implements business plans aligned with corporate objectives and performance targets;
- Reports to the Director and senior executives on company performance, key risks, and strategic opportunities;
- Oversee all aspects of highway maintenance and external contract work, including bridge maintenance and pavement marking operations;
- Ensures compliance with contract requirements and key performance indicators (KPIs);
- Leads engagement and partnering with clients, government agencies, Indigenous communities, and other key stakeholders;
- Represents the company in stakeholder meetings, industry associations, and community events;
- Develops, maintains and executes seasonal operational plans;
- Responds to non-compliance reports and implements corrective action plans as required;
- Prepares, monitors, and manages annual budgets and monthly forecasts, initiates and implements corrective actions as needed;
- Promotes and enforces a positive safety culture ensuring compliance with OH&S legislation, ISO certification, and internal protocols;
- Leads workforce planning, including recruitment, retention and succession planning;
- Monitors staffing levels and adjusts resource levels to meet operational needs;
- Maintains and updates succession plans including career paths, training, and professional development plans;
- Conducts regular performance evaluation for direct reports to support career growth and organizational contribution;
- Reviews and approves annual capital acquisition plans for equipment upgrades and replacements;
- Ensures effective maintenance and utilization of heavy equipment;
- Monitors the maintenance of all facilities, including owned and leased properties;
- Ensures company compliance with legal, regulatory, and insurance requirements; and,
- Approves contracts and subcontracts, monitors subcontractor performance to ensure compliance.
