This position is eligible to work remotely on a part-time basis.
**Main Function**: Reporting to the Director of Data, Analytics and Change, guided by the City’s Strategy Plan, and in cooperation with service leads across the corporation responsible for the services and subservices identified in COMPASS, the position is responsible for the management of the Performance and Change Section, which supports the enterprise-wide collection, analysis, and utilization of data to enhance service profiles, support statutory requirements, and inform every-day operational and strategic long-term decision making.
**Characteristic Duties**: Under the general direction of the Director of Data, Analytics and Change.
**Service Objectives**:
1. Develop and implement training, education, and workshop strategies to improve the collection and use of data to drive decision-making, to improve process efficiency, data processes and digitization, and to improve the quality of services provided to the community.
2. Understand and support enterprise leaders to build their understanding of the corporation’s service profiles in relation to data needs and the strategic plan to maximize business performance.
3. Establish a behaviourally driven Knowledge Transfer and Culture Change program with tracking metrics to accelerate data literacy, analytic awareness, and data-driven decision-making throughout the organization.
4. Transform data into insights that inform strategy and decision making to support process improvements, net cost reductions, and service enhancements.
5. Lead staff responsible for data collection (including surveys), data analytics, and process improvement methods.
**Duties**:
1. Provide enterprise-wide performance leadership, support, and quality customer service to inform and achieve strategic corporation objectives, KPIs, and benchmarks through the development and execution of a Service Profile Plan and associated data and reporting.
2. Provide enterprise-wide leadership for the development of a cultural change towards data-driven services and decision-making.
3. Responsible for training, development, implementation, and ongoing monitoring, evaluation, and learning (MEAL) of Change Models in alignment with the CGS Strategic Plan, core enterprise initiatives, and other enterprise, department, division, section, and team objectives.
4. Provide over-all coordination of the Performance and Change Section activities. Responsible to:
- Develop and implement short and long-term performance goals, objectives, outcomes, activities, KPIs and plans, and provide substantial input into the City’s overall Data, Analytics and Change strategy.
- Develop and implement a change management and knowledge transfer strategy, training, and activities; assess change impact.
- Participate in conception and preparation of specialized data analysis and research initiatives, which directly produce with cost savings, productivity improvements, or reduced enterprise risk.
- Act as the enterprise lead for guidance about the development and maintenance of service profiles and related projects and issues.
- Provide leadership, and work in close cooperation with IT and service leads, to develop and implement process and analysis procedures, process digitization, quality control measures, and to ensure accuracy, relevant, timely, and complete data.
- Coordinate with internal and external stakeholders to identify data gaps.
- Coordinate corporate client requests for data, data analytics, other analytics, digitization and IT solutions, and training; sustain a close working relationship with counterparts in the Information Technology Department.
- Oversee, manage, and ensure the production of high-quality reports with effective use of data visualization and infographics.
- Measure, communicate and manage organization change.
5. Manage the financial, human, and physical resources of the Performance and Change Section in alignment with the overall Data, Analytics and Change Division’s vision and values, and in accordance with the City’s Strategic Plan and annual Business Plan. This includes:
- Preparation of current budget estimates and monitoring expenditures to ensure they are within the budget allocations.
- Conduct job performance appraisals, salary reviews and discipline in accordance with any applicable Collective Bargaining Agreement.
