The Director, HSE reports to the VP Business Operations and has both an internal and external focus. This position is responsible for the establishment and implementation of management system frameworks for corporate and project operations related to health, safety, and the environment (HSE) and contractor engagement. As Director, HSE the incumbent would also be responsible for growing health and safety consulting services at MEMS.
The Director is tasked to ensure that management systems are scalable to accommodate anticipated growth and that they are in line with MEMS’ strategic objectives and business plan. Additionally, the Director establishes and manages annual budgets for these functional areas including a list of annual initiatives, and strategic targets.
**Key Responsibilities**:
**Leadership**
- Utilizes a people first approach to provide support and guidance for team members, stakeholders & customers.

- Fosters a continual service improvement mindset across teams with a focus on enhancing both MEMS safety culture and project delivery.
- Manages, coaches and mentors a diverse team of safety professionals - including recruiting, interviewing, hiring, training, professional development, setting priorities, and resolving problems.
**Strategy and Planning**
- Collaborates with other departments and leaders to develop processes for effective and efficient integration of HSE requirements into MEMS projects and business operations, ensuring they align with MEMS’ strategic goals, objectives and policies.
- Evaluates existing HSE data from various sources (e.g. MEMS ERP) to identify trends and make recommendations for areas of improvement.
- Develops and implements information governance processes to ensure accurate and up to date information is maintained in client HSE systems.
- Develops business case justifications and cost/benefit analyses for HSE spending and initiatives.
- Establishes team goals, objectives, and key performance indictors (KPIs)
- Assesses, manages and communicate risks associated with health and safety performance.
- Develop corporate and project policies and procedures to improve risk management as it relates to eliminating safety hazards and risk.
**Health, Safety & Environment**
- Direct and oversee development, implementation and continual improvement of a behavior-based safety program ensuring compliance with corporate, provincial, federal and client safety requirements
- Provide interpretation and guidance for compliance with statutory requirements and align company activities and reporting to ensure compliance.
- Maintenance of COR certificates in the jurisdictions in which MEMS operates.
- Oversight of the third-party websites that house corporate information reviewed by our clients including ISN, ComplyWorks and Avetta. Ensuring that all active clients are a pass.
- Oversee MEMS’ Event Management System as it applies to property loss or damage, near misses, hazard/accident investigations and reporting’s. Responsible to ensure closure of files.
- Drive development of HSE consulting services internally and externally by engaging MEMS client teams, project managers and service group directors.
- Provide HSE due diligence support on mergers, acquisitions and divestitures and prepare recommendations to senior management.
- Prepare and present management reports related to HSE performance or other HSE matters of importance (audit reports, quarterly BOD reports, etc.).
**Contractor Oversight and Engagement**
MEMS uses contractors to undertake a wide variety of tasks that range from contracted project support services to maintenance at its office locations. From time to time, MEMS will also take on the role of prime contractor on behalf of its clients.
The Director is responsible for overseeing and continual improvement of the contractor engagement management system within MEMS and includes:
- setting up the appropriate independent contractor agreements and ensuring the agreements are current;
- managing contractor/vendor screening processes (ensuring that health and safety management is a key criterion in the selection of contractors and that the contractors have the necessary insurance coverages);
- ensuring that workers understand their responsibilities with respect to contractors while conducting project work scopes;
- oversee development and implementation of prime contractor management plans ;
- identifying hazards and mitigating risk that could affect all work site parties at the design/planning stage and throughout the contract; and
- recording this information within MEMS ERP.
**What You Bring**:
- A minimum of 10 years post-designation experience in a similar capacity gained in medium to large-sized consultancy environments; a sound understanding of resource-based industries.
- Strong strategic capabilities.
- Highly developed analytical skill
