**Duties**:
The Deputy Chief supports the strategic direction of the organization by mobilizing both administrative and operational business plans and programs that drive operational excellence through the delivery of corporate programs, activities and initiatives. These program objectives ensure a business line, function or activity effectively delivers on the core mandate, is defensible and measurable and aligns with the organization’s strategic objectives through the effective management of programs and services, including human and financial resources and is accountable for the effective management of those programs, activities of initiatives.
The position of Deputy Chief, Contracting and Procurement oversees a small team of Senior Contracting Officers and Procurement Officers. Responsible for:
- Managing the Contracting Policy and associated procedures and templates
- Providing guidance to delegated managers on procurement strategies
- Ensuring policy compliance and integrity of the procurement process
- Reviewing that requirements and statement of works are properly defined
- Negotiating agreements with vendors
- Oversee and manage contract renewals and procurement planning
- Provide leadership, coaching and mentoring to team members
**Work environment**:

EDUCATION:
Successful completion of a post-secondary educational program* related to the position OR an acceptable combination of education, experience, and training.
Degree equivalency
EXPERIENCE(S):
E1 - Significant** and recent* experience overseeing procurement and contracting programs;
E2 - Significant** experience in providing strategic advice and recommendations to senior management on complex procurement activities.
E3 - Significant** experience in managing negotiations or consultations with multiple stakeholders such as vendors, clients, legal counsel and/or other government agencies on complex procurement matters.
E4 - Significant** and recent* experience in managing employees** and financial resources**.
E5: Significant** experience coaching and promoting sound procurement practices, as well as compliance monitoring and reporting.
DEFINITIONS:
- Recent means within the last five (5) years.
**Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis over five (5) years.
**Experience MANAGING EMPLOYEES is defined as: Clearly demonstrating that you have supervised staff, assigned work, managed, and assessed performance. Applicants must indicate the number of staff they supervised. This experience is normally acquired over a period of a minimum of three (3) years.
**Experience MANAGING FINANCIAL RESOURCES is defined as: Applicants must show evidence of managing a budget. This experience is defined as being responsible for sound financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly or indirectly. This experience should be current and is normally acquired over a significant period of time.
