In accordance with established capacity management and monitoring procedures, policies, standards and available tools, the incumbent is responsible for the implementation (design, planning and delivery) Cogeco’s network infrastructure strategic projects. The Network Delivery Specialist is accountable for proactively assessing feasibility, designing, planning and deployment of OSP infrastructure to support network expansion and capacity upgrades. All activities will provide cost efficient solutions in order to build and maintain a leading edge technology network.

KEY RESPONSIBILITIES
- Coordinate all (technical) OSP activities relating to the implementation of assigned strategic network infrastructure projects. This includes coordination from preliminary planning to final implementation, testing and closure stages.
- Conduct/coordinate technical feasibility studies to formulate possible solutions; determine associated costs and produce documentation for approval.
- Produce high-level and/or detailed network plans for approved projects; taking into consideration optimization of the network infrastructure to meet existing/future service requirements, utilizing cost effective methods of design and implementation
- Produce and/or coordinate system designs for tendering and construction of Cogeco’s network expansion.
- Determine the scope and priority of network projects - including timing, sizing and costing prerequisites (materials, labour, contractors, utilities, etc.) in order to create a project budget
- Provide technical implementation directions and process leadership to other cross-functional teams such as Infrastructure Delivery, Technical Operations and/or Contracted resources to delivery expansion projects.
- Using the process required to manage turn-key solutions, coordinate all activities related to issuing, organising, implementing and controlling of projects to meet timelines, costs and standards.
- Coordinate and ensure timely and efficient completion of construction activities by assigning work to contractors and maintaining regular contact with utilities, contractors, municipalities, etc. during construction phases.
- Schedule, conduct and/or coordinate field inspections to verify compliance with design and construction specifications. Initiate and approve necessary field revisions to plans to compensate for field related obstacles and/or changes in conditions.
- Ensure proper system documentation by communicating as-built information to the design department for inclusion in records management tool. Highlight field revisions to enable re-calculations by the design staff.
- Monitors and reports on contractor quality, compliance and safe work practices, use of appropriate tools and equipment, including customer service related initiatives. Escalates issues as required.
- Using the Contractor Governance process, monitor and report on contractor costs, compliance, safe work practices and use of appropriate standards. Review contractor billings to validate and ensure accuracy. Escalate issues as required.
- Procure materials and resources through the Oracle process and liaise with the Procurement/Warehouse Departments to ensure that materials required for construction projects are available and correctly accounted for.
- Work within a broader team of Network Managers and Project Managers on various leading edge projects as required
- Maintains project files; prepares Capital Expenditure Authorisation forms; prepares documentation for project cost analysis and scheduling of project timelines. Keeps management and stakeholders advised of project status up-dates.
- Coordinates and exchanges information with other departments, vendors, third parties and municipalities.

- To support Cogeco’s ultimate goal of providing excellent service to current and potential customers, municipalities and third party associates; the incumbent must be constantly attentive and responsive to both external and internal customers’ needs and assist in the resolution of any issues or concerns in a timely and professional manner while ensuring that the solution meets the customer’s needs.
