- Under the limited supervision of the Manager, Financial Services, the Accounting Specialist is responsible for the financial processes of the Okanagan College Foundation (OCF), as well as the administration and coordination of the Okanagan College banking activities. The Accounting Specialist will perform variance analysis and forecasting, with a strong focus on departmental support, organizational sustainability, and data precision.
- The Accounting Specialist provides guidance and direction to OC and OCF staff regarding Not-for-Profit Accounting Standards (NFP) and BC Gaming requirements. The Accounting Specialist develops and applies policies and procedures specific to each functional area. The Accounting Specialist monitors the OCF financial transactions for appropriateness and integrity and signs off on the day-to-day accounting activities. The Accounting Specialist maintains the integrity of the accounting and banking records through specialized knowledge of Canadian Accounting Standards for Not-for-Profit Organizations (ASNPO), Public Sector Accounting Standards (PSAS), and BC Gaming requirements.**Functions and Duties**

**Administration**

1. Oversees the administration and coordination of the day-to-day accounting for the Okanagan College Foundation and Fundraising activities including but not limited to government licensing requirements and deadlines, systems, procedures, and processes; coordinates the Foundation and Alumni financial and government reporting schedules.
- 2. Develops and maintains policies and procedures that support the efficiency and effectiveness of the financial functions of the Foundation and OC/OCF banking activities; supports the resolution of administrative problems as escalated by OC, Foundation, Alumni staff, or bank representatives; develops and implements data integrity strategies, measures, and assessments.
- 3. Maintains, reviews, and applies general policies and procedures, ASNPO and PSAS related to reporting; revises policies and procedures as needed; provides administrative support to the Foundation staff as needed; monitors compliance to government policies and procedures; escalates and/or provides recommendations to the Finance management team on complex accounting matters.
- 4. Oversees the administration and coordination of all banking processes and related equipment.
- **Data Management and Analytics**

5. Monitors and reconciles Foundation, Alumni gaming, and banking transactions; conducts financial analysis and prepares cash forecasting; compiles, analyzes, and evaluates financial data to ensure financial integrity, and to identify trends and anomalies; takes corrective action or makes recommendations for changes and improvement to support organizational sustainability and accountability.
- 6. Develops and maintains project plans; investigates and provides financial analyses, documentation and data support, recommends solutions, and implements projects in accordance with Okanagan College’s policies and procedures.
- 7. Responsible for testing and operationalizing financial and banking reporting including working with other departments, external banking and investment personnel to ensure efficiency; reviews and initiates improvements to the relevant systems; responsible for system training.
- 8. Prepares, reviews, and initiates improvements to financial reports in order to provide consistent, timely data to various internal and external entities.
- 9. Develops, designs, and maintains information databases as needed to support the Foundation, fundraising and banking processes.
- **Reporting**

10. Responsible for the collection of data for the purposes of Government Gaming and Charity reporting for both the Foundation and Alumni Association; prepares the final reports in line with the relevant Government reporting requirements and ASNPO. Prepares the annual year-end working papers and Financial Statements for the Foundation and Alumni Association; liaises with the external Audit team regarding year end reporting and adjustments.
- 11. Responsible for reviewing and signing off on all Foundation deposits and journal entry adjustments.
- **Other**

12. Liaises with Foundation and fundraising staff; and Government reporting agencies as needed to maintain the effectiveness of the financial systems and data.- 14. Develops and maintains effective communication both within the department and between the department and other departments, divisions, faculties, the OC community, and external agencies.
- 15. Provides support and assistance to Finance Management team as required and may be assigned special projects in other areas in Financial Services.
- 16. Performs other related duties as ass
