Security Emergency Management Coordinator

Under the general direction of the Manager of Environmental Standards, the Security Emergency Management Coordinator is responsible in a governance and auditing role for security and emergency management planning work carried out within the Water and Waste Department. This includes the review of and provision of advice for other divisions in their planning and implementation of security measures and emergency management including the preparation of ERPs. The Security Emergency Management Coordinator will provide expertise concerning these activities to other staff in the department. The Security Emergency Management Coordinator will conduct audits as necessary to ensure that appropriate measures are being carried out to secure departmental infrastructure and staff from harm and to ensure that ERPs are developed that ensure compliance with applicable legislative and regulatory requirements and meet the requirements of the department to mitigate the occurrence of emergencies. The Security Emergency Management Coordinator will provide assistance and training as necessary to other divisions.
**As the**_Security Emergency Management Coordinator_**_ _**you will**:
- Develop and propose plans, policy and procedures for the implementation of security and emergency management provisions in the Water and Waste Department.
- Audit security and emergency management programs in place being managed by other divisions in the department.
- Provide expertise on security, emergency management and like issues to the department.
- Keep up to date with technical aspects of area of work including legislative, regulatory and licensing requirements.
- Perform other duties, as assigned.
**Your education and qualifications include**:
- Post Secondary Certified Protection Professional (CPP) Designation.
- Must have a minimum of 1 year experience directly related to the duties of the position.
- An equivalent combination of education and experience will be considered where the CPP designation is achieved within 12 months of employment.
- Demonstrated knowledge of security, emergency management or emergency preparedness principles.
- Demonstrated practice in emergency management or public security is a requirement.
- Demonstrated knowledge of emergency preparedness program planning and development as well as the implementation of the plans through exercise and / or actual field activities.
- Demonstrated familiarity in security programming and implementation particularly with respect to access control systems, CCTV, fit-up standards and other risk reduction measures.
- Working knowledge of Provincial and Federal emergency preparedness programs, agencies and governing legislation respecting security and emergency management including ERPs.
- Demonstrated ability to establish good working relationship with staff, employees of other City Departments, general public, and industry representatives.
- Demonstrated analytical, investigative and researching capabilities.
- Excellent conflict resolution and organizational skills.
- Demonstrated ability to communicate effectively both orally and in writing.
- Demonstrated ability to inform, guide and liaise with a full range of staff and outside contacts.
- Demonstrated ability to work under stressful conditions.
- Ability to use office computer systems (e.g. Word, Outlook, Excel).
- Must have a thorough knowledge of the occupational hazards and the safety precautions and regulations that are applicable to the position’s area of work.

- Must possess and maintain a valid Class 5 Manitoba Driver’s Licence.
