Engineering & Technical Services undertakes both engineering and environmental services in support of various highway and water infrastructure programs across the province. Oversees the construction, inspection, preservation, maintenance and operations of provincial bridge infrastructure and water related assets. Provides hydrologic forecasting services to share accurate information in support of flood forecasting, water control operations and water management services in various programs. Provides technical engineering expertise in highway transportation systems, which includes planning, design, traffic engineering as well as assurance for highway construction projects.

- Must be able to travel within the province as required

Qualifications:
**Essential**:

- Post-secondary degree, preferably graduate degree in the physical sciences, political science, geography, law, public or business administration, environmental or natural resource management or engineering, or a related interdisciplinary field. An equivalent combination of education and extensive experience may be considered
- Experience in undertaking research and analysis for policy/project development and implementation using qualitative and quantitative research methods with a high degree of political acumen and professionalism
- Excellent written communication skills and experience writing a variety of reports, briefing materials, correspondence and authority seeking documents.
- Excellent verbal communication skills including the ability to facilitate meetings and clearly present complex issues to a variety of audiences
- Strong interpersonal skills including the ability to establish and maintain cooperative working relationships with coworkers and supervisors as well as counterparts in other departments and outside of government
- Excellent organizational skills with the ability to manage, prioritize and meet competing deadlines
- Strong political acumen with the ability to manage confidential and politically sensitive materials and situations in an appropriate manner
- Ability to work independently, take initiative and embrace innovation with mínimal supervision
- Experience supervising staff with the ability to coach and mentor, establish work priorities, quality standards and resolve work performance issues
- Knowledge and understanding working in, one or more business areas within Manitoba Transportation and Infrastructure’s Mandate, including infrastructure delivery/stewardship, water management, transportation, and highway safety initiatives

**Desired**:

- Knowledge and understanding of Manitoba’s geography, including key water resource and transportation features
