**Position Summary**

The External Lands Project Manager will coordinate and manage large-scale, multi-stakeholder external lands projects, focusing on industrial and remediation sites, regional development initiatives, and negotiations. This role requires strong project coordination skills, the ability to manage consultants and contractors, and experience with government and industry engagement. The External Lands Project Manager will work with the Director of Lands to ensure projects are strategically aligned with Nation goals, delivered efficiently, and reported effectively to leadership and community members.

This position reports directly to the Director of Lands and will work collaboratively with the Internal Lands Project Manager on projects where responsibilities overlap or require shared coordination.

**Primary Responsibilities and Accountabilities**

**Project Coordination and Management**:

- Manage the planning, execution, and monitoring of external projects such as the Neucel site, BHP mine site, North Isle, and other major projects.- IBA and project assessment (OEA) experience.Develop detailed work plans, timelines, and deliverables for each project.Track commitments, deliverables, and project milestones to ensure accountability.Coordinate consultant onboarding, training, and oversight.
- Ensure quality control for all project deliverables before submission to Council or external parties.

**Reporting, Briefings, and Presentations**:

- Prepare meeting notes, Council briefings, and concise project updates highlighting milestones, challenges, and next steps.Create presentations and materials for Council, proponents, regulators, and community sessions.
- Support the Director in preparing recommendations and strategic reports.

**Stakeholder, Legal, and Technical Engagement**:

- Schedule, prepare, and facilitate meetings with proponents, regulators, and other government/industry partners.Liaise with legal counsel, technical contractors, and consultants to integrate input into project decisions.
- Facilitate project-related meetings, including tripartite and bilateral sessions, and compile outcomes for leadership review.

**Strategic and Financial Oversight**:

- Conduct research and analysis grounded in Quatsino priorities to support negotiations and agreements, collaborating closely with legal counsel, consultants, and external partners to ensure Nation interests are clearly represented.Ensure project plans incorporate environmental, cultural, and economic considerations.**Community Engagement**:

- Develop strategies and identify next steps for community engagement related to external projects.
- Support public information sessions and engagement initiatives in coordination with the Director.

**Capacity Building and Support**:

- Assist in developing templates, checklists, and process improvements for external project management.Support junior staff and community members involved in external project activities.
- Host informal information sessions for staff and community members on projects, skills and technology.

**Performance Metrics**:

- Successful completion of major project milestones within scope, budget, and schedule.Positive feedback from stakeholders and partners.Accuracy of financial and progress reports.
- Timely escalation of risks or barriers to the Director.

**Qualifications**:

- Diploma or degree in Project Management, Environmental Studies, Economic Development, or a related field.2-4 years of experience managing multi-stakeholder projects, preferably in lands or Indigenous governance contexts.Strong relationship management and negotiation skills.Knowledge of environmental remediation, industrial site planning, or infrastructure development is an asset.Proficiency in MS Office; familiarity with project management software, Zoom and Google Workspace.
