Reporting to the Director, Regional Recreation Services, the Manager of Community Partnerships is responsible and accountable for the safe and efficient delivery of partnership oversight, in a manner which aligns with Regional Council priorities and municipal service parameters. The Manager oversees the delivery of community recreation services by third party alternative service delivery providers, including volunteer Board operated facilities and for-profit entities, which together currently represent 70% of HRMs recreation service delivery through multiple contracts.

**DUTIES AND RESPONSIBILITIES**:

- Develop and lead a high performing team of professional staff through recruitment, retention and development of a Community Facility Partnerships team
- Provide clear direction and leadership to the Community Facility Partnership team; assign & monitor workload
- Ensure business procedures and approaches are consistent amongst all staff and provide ongoing knowledge understanding as to how the individual roles and field of work tie into corporate directives
- Monitor and evaluate staff performance and development plans, conduct performance appraisals, and sets performance standards for business unit reports. Administer performance management and progressive discipline processes as necessary
- Develop and monitor succession plan; Provide access to resources and training opportunities
- Provide on-going leadership by motivating, coaching, and empowering staff to advance operational objectives; Reward and recognize contributions of staff
- Effectively administer the collective agreement, ensuring consistent implementation
- Oversight, direction and management of staff negotiation of contractual agreements, including licenses, management agreements, operating agreements, funding agreements, naming rights and leases for various HRM facilities. Includes financial reporting, assessment of mandates, effective accountability, and process improvements
- Manage the relationship of facilities and various HRM Business Units in the delivery of HRM support to the facilities. Responsible for ensuring compliance with all applicable HRM policies and legislation is adhered to by third party service providers
- Manage the development of positive and effective relationships with the facility boards; attend management and board meetings
- Provide direction to staff and facility Boards and General Managers to resolve complex issues as they arise including critical facility crisis
- Facilitate business planning processes between HRM and the facilities to ensure coordination of programming, capital asset improvements and service provision that best meet community needs
- Establish financial reporting requirements with clear lines of effective accountability for all stakeholders and ensure stakeholders adhere to the reporting requirements with appropriate financial documentation as per the applicable Agreements
- Support the facility management teams to explore, review, and develop new business developmental opportunities, leasing programs, cost sharing opportunities, etc.
- Direct and review best practices with respect to recreation facility management and service delivery; maintain staff collaboration with full recreation division
- Coordinate the development of Key Performance Indicators for all agreements, monitor performance of, and provide annual reporting on all agreements
- Prepare and present reports to boards, senior management team and Regional Council as required
- Direct and manage coordination of capital budgeting process ensuring fiscal responsibility, strategically accessing long term capital asset improvements and maintenance of state of good repair
- Ensure all programs and services delivered are in compliance with occupational health and safety legislation/regulations and HRM Corporate policies
- May perform other related duties as assigned

**QUALIFICATIONS**:
**Education & Experience**:

- University Degree in Business Management, Public Administration, Recreation or a related field
- Must have minimum 5 years’ experience at the management level

**Technical/Job Specific Knowledge and Abilities**:

- Knowledge and skills related to human resource management and labour relations.
- Knowledge and skills to resolve complex contractual issues
- Ability to manage multiple projects simultaneously
- Demonstrated knowledge in managing a budget, managing a unionized workforce, working with internal and external partners effectively
- Strong knowledge of organization, corporate policies and protocols and Council priorities to help guide development and negotiation of contracts
- Demonstrated knowledge of business planning techniques and strategic plans
- Knowledge of Microsoft Office Suite (Word, Excel, Outlook, Power Point) and SAP

Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.
