We are currently looking for a **Procurement Specialist - Project Focused** to join our Eastern Clean Energy Initiative (ECEI) Team in a **term position until Dec 31, 2028.** Reporting to the Procurement Manager - ECEI you will be responsible for the successful procurement of products and services required to support the project.
Key elements of this role include:
- Take ownership of the procurement process for your assigned project elements and act as an integrated team member in the overall project planning.
- Develop contracting and procurement strategies, Request for Proposals (RFPs), Requests for Information (RFI), and Requests for Quotes (RFQs). Research market conditions, potential proponents, and pricing trends.
- Lead stakeholder participation in procurement related activities by taking ownership of required deliverables and timelines. Work with the project team to balance conflicting time requirements to achieve project objectives.
- Lead the proposal evaluation process, ensuring strict adherence to internal and external governance requirements. Liaise with other project team functions, such as safety, environmental, DEI, finance, and technical to meet required schedules.
- Lead and participate in commercial negotiations, including assisting with drafting contract documents, Recommendations to Negotiate, and Recommendations to Award. Host and participate in numerous internal and external meetings where strict confidentiality and quick thinking are required.

- Have an undergraduate degree in a relevant discipline plus a minimum of 5 years of progressive procurement, supply chain, contract development/ management, operations or construction management experience.
- An equivalent combination of business experience and education may also be considered.
- Certification as a Certified Professional in Supply Management (SCMP), Certified Supply Manager (CSM), Certified Purchasing Manager (CPM), and/or Certified Production & Inventory Manager (CPIM) is desirable.
- A Project Management Professional (PMP) designation is considered an asset.
- Experience in project procurement, ideally within engineered products, construction services, utility materials or other electric utility goods would be considered an asset as is the ability to generally understand technical specifications and / or the operational aspects of assigned categories.
- Experience with end-to-end project procurement, including contracting strategy development, RFP preparation and process management, and leading commercial negotiations.
- Training or experience with contract law and contract development is considered an asset.
- A team player, customer-focused, with strong communication skills and a natural relationship builder, you are also results driven and possess great attention to detail.
- Advanced competencies in MS-Office tools, in particular Excel are required. Analytics capabilities within Excel and/or business intelligence platforms like Tableau would be considered an asset.
