As a people leader, the Team Lead, Methodologist is responsible for attracting, recruiting and retaining high-caliber Senior Specialists, coaching and mentoring, managing performance, setting expectations, achieving high quality results, identifying and mitigating risks, and managing priorities. Given the sensitive and personal health information they work with, the Team Lead, Methodologist performs a critical role in ensuring adherence to data privacy and protection policies and procedures. They provide leadership and build expertise within the organization through co-chairing the organization-wide Evaluation Community of Practice and establishing and strengthening partnerships with external experts, academics, and organizations.
Here is what you will be doing:
Leadership- Develops logic models and/or program theories of change to describe the scope and impact of complex programs/initiatives and to ensure measurement approaches are integrated and connected between programs/initiatives across the organization- Creates program/project-specific measurement plans, evaluation plans and develops corresponding indicators- Establishes and leads working groups and committees of senior leaders and decision-makers, clinicians, external partners, and other stakeholders to inform and execute on measurement strategies, analyses and reporting- Considers the full complement of quantitative and qualitative methods and makes and justifies decisions on the combination of methods that will provide the information required for strategic decision making, while also considering pragmatic choices and resources- Facilitates and participates in knowledge sharing activities within Ontario Health and externally with academic and non-academic audiences- Builds capacity and provides coaching, mentoring and thought leadership to the organization, including but not limited to, co-chairing the Ontario Health Evaluation Community of Practice- Works collaboratively with Digital Excellence in Health, Legal and Privacy, Enterprise Data and Analytics, Procurement and others to acquire new software, data collection tools, and technologies that meet our expanding analytic needs while ensuring they meet Ontario Health’s standard for security and data protection.
Subject Matter Expertise- Develops, implements, and documents surveys and qualitative instruments for evaluating clinical and policy initiatives; for example, Mobile Mental Health Clinics, the Ontario Structured Psychotherapy program, and experiences of patients and providers with new models of care for treating complex malignant hematological cancers- Designs high quality rigorous analyses, synthesizes qualitative and mixed methods data, translates analytical results into meaningful and actionable information; produces reports, briefing notes, presentations and knowledge transfer to all levels of the organization- Designs focus group and interview protocols and facilitates/oversees interviews and focus groups- Applies and establishes best practice analytic and qualitative methods and develops and validates new applied research methods as required
Program Operations- Manages multiple projects of varying complexities, develops project plans and determines timelines, resource requirements, risks and impact- Identifies, manages and escalates risks and issues as needed- Proactively identifies and implements quality improvement activities in the program- Manages intake and scheduling of new projects in consultation with the Manager and other team leads- Contributes to the assessment and improvement of team culture and employee engagement
Here is what you will need to be successful:
Education and Experience- Master’s degree (PhD preferred) with specialization in health services research, social sciences, health psychology, behavioural economics or recognized equivalent is required- Minimum five years work experience or combination of work/education experience in qualitative/mixed methods, with similar involvement in leading, designing, implementing, and analyzing qualitative, mixed methods, or evaluation projects- Experience in a public or healthcare environment is an asset- 2 years of management experience or equivalent- A track record of scientific publication is an asset
Knowledge and Skills- Knowledge of Ontario’s health care system with particular emphasis on measurement principles- Knowledge of cancer and mental health treatment, health care system performance measurement, health policy, and patient reported experience and outcomes is an asset-
- Experience with program evaluation, logic model development, and literature review- Experience developing surveys and facilitating focus groups and interviews- Experience with qualitative software such as NVIVO and proficiency with Microsoft Excel, Teams, Forms is required- Experience with SQL, SAS, SPSS and/or other statistical software is an asset- Excellent interp
