Reporting to the Leader, Workforce Optimization, the Workforce Development Consultant acts as an internal workforce strategy consultant in Operational Services. Working directly with leaders and decision makers this position provides strategic expertise to engage leadership and interested parties in navigating complex and emerging workforce issues and trends. Primary duties include:
- Assess needs of leaders and employees in Operational Services and align and implement solutions cross departmentally.
- Partner with the business units within OS to problem solve, identify and advance cross departmental solutions to workforce performance/business gaps.
- Lead and manage departmental workforce development projects from inception to completion, developing project plans, and monitoring progress and ensuring timely delivery and alignment with strategic goals.
- Influence the development of Operational Services culture and identity by providing recommendations and gaining senior level leadership commitment on workforce program and process improvements that result in increased leader capacity, improved employee survey results, and achievement of departmental outcomes including outcomes aligned to the Frontline leader support strategy.
- Research and analysis of trends, innovation, new technologies and tools that can be used to support frontline leaders in Operational Services.
- Collaborate with senior leadership, and cross departmental Workforce Activator team to ensure workforce development initiatives align with the department's strategic goals and objectives.
- Use data-driven insights to inform decision-making and demonstrate the impact of workforce development initiatives on OS organizational performance.
- Conduct qualitative (interviews, observations and analysis of documentation and materials) and quantitative analysis (surveys and statistical analysis) of new and existing programs, policies, and performance to determine value in cross departmental employee developments and supports.
- Develop and maintain strong relationships with internal and external interested parties to support the successful implementation of strategic initiatives, and alignment of business decisions.
- Foster strategic relationships and build networks of contacts across the corporation, and within Operational Services. Advocate for the unique needs of Operational Services, and leverage collaborative relationships to mitigate potential operational stress and work together to achieve outcomes that benefit both frontlines and corporate teams.
- Facilitate interventions such as team-building activities, leadership development programs, and culture change initiatives.
- Analyze organizational structures and processes to identify areas for improvement and recommend change initiatives.
- Provide expert advice on best practices to support and engage the workforce. Find innovative ways to gain insights from employees to ensure initiatives are relevant for the intended audience.
- Communicate to build awareness and understanding of workforce issues and opportunities for improvement
- Create implementation plans for deliverables coming out of the Frontline Leader Support Strategy and common workforce goals ensuring buy in and successful rollout of changes.
**Qualifications**
- A degree in Commerce, Human Resources, Education, or related discipline.
- At least 8 years of experience assessing needs, business and/or organizational strategy, developing, implementing and sustaining strategic or learning and development programs and/or initiatives.
- Proven experience in strategic planning managing projects, change management, Learning & Development or organizational development experience would be considered an asset.
- Certification in project management (e.g. PMP) is also an asset.
- Success in this position requires excellent communication and interpersonal skills, with the ability to influence, build credibility, trust and relationships, and collaborate with interested parties at all levels.
