**Brief Overview**:
Reporting to the Deputy Chief, Self-Government, the Manager, Cabinet and Legislative Services provides leadership and oversight of legislative and statutory functions of the MN-S Cabinet and Legislative Services. The Manager is responsible for all aspects of legislative services, ensuring sound processes, policies and controls are in place to support administrative operations within Legislative Services including, but not limited to, the Provincial Métis Council (PMC), Standing Committees, Métis Nation Legislative Assembly (MNLA), and the General Assembly (GA)_._
The Manager services as a technical advisor, contributing to organizational leadership, good governance and the achievement of strategic priorities. This position manages the planning and coordination of all meetings and leads strategic planning, budgeting, forecasting and reporting for Legislative Services while contributing to the advancement of Métis peoples right to self-governance and maintaining strong internal controls that promote accountability, transparency and service excellence to Métis citizens.
This position is accountable to ensure legislative procedures align with the highest standards of legislative and cabinet systems, respect Métis customs and traditions, and is compliant with the _Constitution of The Métis Nation - Saskatchewan, Métis Nation Legislative Assembly Act_, _Provincial Métis Council Meeting Rules and Procedures, _and the _Provincial Métis Council Conduct Policy._
**Key Responsibilities**:
**Leadership**
- Lead the development and implementation of operating budgets, financial planning and forecasting to inform decision-making and resource allocation for Cabinet and Legislative Services.
- Ensure accurate, timely and transparent financial reporting and provides strategic financial policy leadership that upholds public sector standards, accountability and good governance.
- Oversee all aspects of financial management related to Cabinet and Legislative Services, including the development and implementation of robust controls, best practices and performance metrics to support sound financial stewardship.
- Provide oversight for policy development and renewal, promotes awareness and compliance, monitors exceptions and upholds a culture of integrity, accountability and proactive problem-solving in all administrative and operational matters.
- Remain informed and current on good governance practices, changes in legislative practices, standing rules of assemblies, and meeting procedures to ensure democratic and constructive meetings.
- Demonstrate accountability through participation in the development of departmental work plans, budgets, reports and compliance reporting, and working within approved budgets.
- Contribute to the development of distinctions-based objectives and initiatives that strengthen Métis democracy, advance Métis self-governance and support governance reform. Identify opportunities for ongoing communication and implementation of such initiatives.
- Build and maintain effective relationships with elected officials, Ministers, senior government leaders, department heads and colleagues to strengthen collaboration and service delivery.
- Inspire and lead high-performing teams by fostering a culture of innovation, continuous improvement, professional growth and collaborative relationships.
- Advance a workplace culture that is engaging, inclusive, innovative and respectful, while ensuring staff are supported and aligned with government goals.
**Legislative Services**
- Provide expert level advice and direction to Cabinet and other governing bodies on the drafting of resolutions.
- When required, prepare draft resolutions on behalf of Cabinet and other governing bodies that reflect their intention(s) and ensure alignment with government priorities and long-term objectives.
- Provide oversight of resolutions passed by Cabinet and other governing bodies to ensure timely implementation and, when required, resolutions return to the appropriate governing body for review and discussion.
- Provide support to colleagues responsible for legislative review and drafting, helping to ensure appropriate approval processes and timelines are respected and adhered to.
- Ensure new and revised legislation meets legal and policy compliance prior to Cabinet review and approval.
- Oversee the development and regular review of administrative systems, procedures, and policies for the PMC, Standing Committees, MNLA and GA.
- Assist the Chair of the PMC and the CEO of MN-S in fulfilling their duties and obligations as outlined in the _Provincial Métis Council Meeting Rules and Procedures_.
- Assist the Clerk of the Legislative Assembly in fulfilling their duties and obligations as outlined in the _Métis Nation Legislative Assembly Act_.
- As required or requested facilitate sessions of the Standing Committees.
