**Opportunity**

The Vice President, Human Resources (VP, Human Resources) is accountable for leading the planning, delivery and evaluation of key strategic initiatives for human resource services in support of BCFMA’s mission, vision, and business objectives. Reporting to the Chief Executive Officer (CEO), the VP, Human Resources is a key member of the Executive Team and contributes to the creation of the Agency’s strategic goals and alignment of resources to ensure BCFMA meets its mandate and public sector priorities.

We are looking for an experienced senior HR leader to:

- Oversee and ensure continuous improvement for the day-to-day oversight of the Human Resources Division, including end-to-end employee life cycle to recruit, retain, develop and engage a diverse and empowered workforce.
- Lead the development of employee programs including staffing plans/succession planning, performance management systems, benefits and compensation, learning and development programs, employee relations initiatives, safety programs and other human resources initiatives.
- Implement the strategic direction and planning for our Human Resources Division Plan 2024-2027 to:

- Recruit and retain a diverse workforce
- Cultivate a culture of continuous learning and development
- Promote a healthy and inclusive workplace
- Accelerate succession management and leadership development
- Set the strategic direction and planning for the Human Resources Division, including future goals and objectives.
- Develop and implement a progressive multi-year strategic human resources management plan including annual budget forecasting, approval and reporting.

**Education**
- Undergraduate degree or equivalent (required)
- Minimum 10 years’ senior director level experience leading Human Resources department (required)
- CPHR designation (preferred)
- An equivalent combination of education and experience may be considered

**Proven experience as a senior leader**:

- Providing corporate leadership, direction and planning to support organizational objectives and goals, with preference in the public sector
- Fostering collaborative relationships and managing contentious matters in a complex operating environment including with different types of stakeholders and governments as well as experience leading in an organization with unionized and excluded staff
- Leading and implementing comprehensive recommendations to senior officials of the organization on strategic direction, complex policy issues and change management initiatives
- Leading, developing, and mentoring teams with a commitment to create, support and sustain an environment that enables employees to achieve results and to develop and build organizational capacity for the future.
- Working within a public sector environment briefing senior executives and/or Board of Directors and its working committees

Preference will be given to applicants with labour relations and bargaining collective agreements experience and/or experience implementing and managing an HRIS system, preferably UKG.
