The City of Port Coquitlam has an exciting opportunity in its Engineering & Public Works Department. Reporting to the Senior Manager, Engineering, the Manager of Infrastructure Planning is responsible for the leadership and management of Infrastructure Planning for the City. The position supervises staff, develops and administers bylaws applicable to the Engineering & Public Works Department and is responsible for the development and analysis of the City’s infrastructure models. The Manager of Infrastructure Planning is responsible for short and long-term planning for municipal infrastructure, including, drainage, water, and sewer and is also responsible for the City’s GIS system and asset management plans. The position manages the review and approval process for various Engineering and Public Works Division related permits, develops and administers applicable bylaws, prepares engineering and administrative reports, attends meetings of Council and assists the Senior Manager, Engineering in planning and implementing departmental policies and procedures.
**Some of the key responsibilities of this position include but are not limited to**:
- Leads, directs and manages the activities of Infrastructure Planning, evaluates and sets priorities, assigns responsibilities, plans programs and objectives and determines staffing requirements.
- Plans, assigns, supervises and checks the work of engineering subordinate staff and consultants in the development of two to three year and long-term plans for drainage, water, sewer, GIS systems and environmental projects.
- Develops and administers bylaws applicable to the Engineering & Public Works Department and is responsible for the development and analysis of the City’s infrastructure models.
- Develops, prepares and monitors operating budgets in accordance to Council policy and under the general direction of the Senior Manager, Engineering.
- Prepares engineering and administrative reports and cost estimates for projects and programs and presents findings to a variety of audiences, including senior management, Mayor and Council.
- Provides information and assistance to contractors, consultants, business officials, and the public on matters related to the division and/or the City’s infrastructure.
- Attends meetings of Council, Committees, boards and groups on matters related to the work
- Acts as the technical knowledge expert providing guidance and leadership to all City Departments related to infrastructure planning.
- Performs related work as assigned.
- University Degree in Civil Engineering plus ten (10) years’ recent related municipal and infrastructure engineering experience in an increasingly responsible management capacity or an equivalent combination of education, training and experience
- Registration as a Professional Engineer in the Province of British Columbia is a major asset
- A valid British Columbia’s Driver’s License
- Thorough knowledge of municipal/civil engineering principles, administrative practices, and techniques as applied to infrastructure planning and asset management.
- Thorough knowledge of the legislation, policies, rules, regulations, and bylaws applicable to work performed.
- Ability to establish and maintain effective working relationships with all levels of staff, officials, municipal, provincial, business and union officials and representatives, and the general public.
- Ability to utilize and manipulate engineering infrastructure models for the analysis of infrastructures.
- Ability to manage and monitor budgets.
- Business acumen and inter-personal skills with the ability to build and maintain effective working relationships with a variety of internal and external contacts, influence interested parties and build consensus.
- Demonstrated written and verbal communication skills, with the ability to make public presentations and prepare recommendations and reports and to explain complex technical and non-technical issues to interested parties.
