POSITION OVERVIEW

The IT Procurement Advisor leads procurement processes used for the acquisition of information technology goods and services. This person must understand the needs of the business lines in order to play an influential advisory role, to establish the acquisition strategy for each of the contracts under his or her direction, to carry out the selection of suppliers, the negotiation and drafting of contracts.
- The IT Procurement Advisor makes decisions based on BDC's risk appetite and that support BDC's business objectives.

CHALLENGES TO BE MET- Advise internal clients on the best procurement approach for specific acquisitions in accordance with guidelines in a prudent risk management environment, while helping them achieve benefits, savings and avoid certain operational costs.- Lead the procurement processes under his or her responsibility and act as the primary point of contact for internal clients and suppliers by ensuring the contribution of stakeholders and the execution as soon as possible.- Draft, or assist in drafting, documentation relevant to the procurement process based on the nature of the products and services required (e.g., requests for information, requests for quotes and requests for proposals), including service descriptions, participant instructions, parameters and service levels, as well as security and privacy clauses.- Execute procurement processes, taking into account BDC's ambitions in terms of responsible purchasing (e.g., ESG) or target purchasing from suppliers from diversity and underrepresented communities, or process improvement in general (e.g., strategic procurement).- From time to time, support the Senior Advisor in the preparation of documentation and the execution of strategic procurement activities. The Senior Advisor remains accountable for results.

Contract Management: Execute contract management processes to support profitable delivery by proactively managing our contracts, by incentivizing the supplier to improve business performance, including:
- Collaborate with delivery and operational teams on an ongoing basis in scope/gap analysis, change requests, tracking acceptance procedures where appropriate, etc.- Monitor and communicate the performance of contracted suppliers to stakeholders (KPIs, savings, contract compliance, obligations, SLAs, deliverables, etc.) in collaboration with the Operational Governance IT team.- Support business lines during business issues by facilitating their resolution with suppliers.- Draft and finalize contracts, contract amendments.- Provide contractual information and contractual interpretation.- Maintain and update documentation and forms related to suppliers and contracts in BDC's computer systems.
- WHAT WE ARE LOOKING FOR- Bachelor’s degree in administration, law or other relevant training- At least 5 years of relevant experience- Ability to identify the best procurement strategies to meet business needs- Eagerness to learn the technical or business knowledge needed to understand the needs of his or her internal clients- Excellent understanding of information technology is an asset- Organized, ability to set priorities and to multi-task- Ability to communicate, clearly and regularly, progress statuses and recommendations with both procurement colleagues and internal clients- Ability to work independently with initiative and judgment- Ability to share information with peers and transfer knowledge- Great work ethic to operate in an environment that promotes diversity, sustainable development and a fair treatment of suppliers- Excellent communication skills in both official languages (French and English), both oral and written
