Destination Canada is looking for a **Program Manager, Insights and Analytics** **,** to join our team in Vancouver as we inspire travellers to explore Canada.

Reporting to the Chief Data and Analytics Officer, the **Program Manager, Insights and Analytics** plans, implements and operationalizes Destination Canada’s data strategy.

The Program Manager is accountable for facilitating highly complex program level work, coordinating multiple projects and teams both internal and external to the organization. The position focuses on the creation of the program vision and planning documents, and manages the implementation, reporting, and performance of the overall program with the expectation of delivering on time, within budget, and to scope.

**DUTIES**: The Program Manager, Insights and Analytics’** **key accountabilities include:
**Program management, planning and execution**
- Strategize and develop program and project initiatives that realizes data strategy objectives.
- Develops and maintains multi-year project roadmaps in accordance to Insights and Analytics strategic direction.
- Plan, coordinate and execute a program roadmap of inter-connected projects that emphasizes the delivery of value for the stakeholders and the organization.
- Leads the collaborative, dynamic planning process by prioritizing the work that needs to be done against the capacity, and capability of the team while balancing operational risk and cost.
- Deliver baseline assessments and post-implementation analyses to evaluate and track the realization of business benefits against the project and program milestones and deliverables.
- Develop and manage program budget to ensure optimal deliverable of value and maximize return on investments (ROI).

**Stakeholder engagement and management**
- Engage directly with stakeholders to define program value, identifying and ensuring consensus on priorities and program/project deliverables.
- Plan and coordinate the identification and elicitation of business goals, outcomes, and requirements, conduct analysis of those requirements for completion and alignment
- Plan, facilitate and deliver stakeholder engagement activities to develop effective program/project working relationships and to ensure that stakeholder needs and concerns are identified and met.
- Prepare reports and presentations, including key information, commentary, and recommendations to support internal and external stakeholder decision making.

**Risk, issues management, and assurance**
- Manage identification of risks, issues, dependencies, and constraints associated with the program
- Works with project teams and stakeholders to mitigate risks in program delivery and execution.

**Reporting**
- Prepare reports and presentations, including key information, commentary, and recommendations to support senior and executive decision making.

**Essential Qualifications**

**EDUCATION**:

- Bachelor's Degree in Business, Engineering, Applied Science, Science or equivalent level.
- Formal project management or business training and/or certification (Prince 2, Project Management Professional, PMBOK, ITIL, Lean, Agile)
- Experienced project management practitioner, or upper management role, preferably in program management, able to work unsupervised (3 to 5 years)
- Demonstrated experience as a program or project manager of a multi-stakeholder project for a large complex organization across all project phases, delivering projects greater than $5M
- Experience in leading and facilitating activities across inter-connected project teams, agencies, vendors and suppliers.
- Experience in tourism industry is an asset
- Experience of supervising and directing people and other resources to achieve specific end results within limited timeframes (2+ years).
- Experience in executing complex projects within an Agile process such as Scaled Agile Framework (SAFe)
- Experience using strategy development and performance measurement processes
