Position Summary
The Bylaw Enforcement Officer I is responsible for ensuring compliance with municipal bylaws and related statutes to uphold community standards. This role involves investigating complaints, conducting inspections, gathering evidence, and taking appropriate enforcement actions on both private and public properties. The officer interprets and applies regulations, provides guidance to stakeholders, and documents cases through reports and court briefs when necessary. Working both independently and collaboratively, the Bylaw Enforcement Officer I contributes significantly to promoting public safety, community integrity, and adherence to bylaws. Key Duties & Responsibilities
Investigates and responds to complaints, violations, or non-adherence to municipal bylaws and provincial statutes on private and public properties (e.g., Community Standards Bylaw, Traffic Bylaw, Clean Property Bylaw, etc.).
Reviews new and pending cases, collects background information, tracks activities, actions, and remedies, and prepares reports.
Documents and logs investigations and inspections, including interviews, photographs, measurements, notices, orders, and related actions and costs.
Matches and validates contractor, external agency, and other related case costs.
Liaises and refers cases to other bylaw enforcement officers.
Provides technical advice and interpretation of bylaws and regulations for public, internal, and external stakeholders.
Maintains filing systems in accordance with branch procedures and corporate records management policies and procedures.
Assists in the organization and preparation of court briefs for prosecution. Key Qualifications
Completion of secondary school or equivalency, plus job-related training and/or coursework in enforcement.
Class 5 driver’s license.
More than eighteen months of on-the-job experience in enforcement activities.
Understanding of enforcement procedures, investigations, interviewing techniques, evidence collection, court procedures, and prosecution preparation.
Proficiency in customer service, mediation, and conflict resolution.
Knowledge of relevant bylaws, policies, procedures, legislation, health and safety standards, and enforcement regulations.
Experience handling service requests involving conflict resolution and difficult interactions.
Strong communication and interpersonal skills, including the ability to explain procedural and technical information clearly.
Ability to prioritize and adapt activities according to schedules and deadlines.
Proficiency with office productivity software, internet tools, enterprise software, and other technological devices used in enforcement activities. Working/Other Conditions
Works in both indoor office and outdoor site environments, as well as in a vehicle.
Personal protective equipment is required.
Exposure to adverse weather conditions and temperatures.
Enters interior and exterior private property for bylaw infractions.
Exposure to challenging psychological situations and stressful interactions with residents or parties who may be upset, angry, or emotionally charged.
Potential exposure to hazardous materials, including sharps.
**Additional Requirements**:
Proof of education is required.
Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
