Toronto, ONThe Ontario Association of Children’s Aid Societies (OACAS) has represented Children’s Aid Societies in Ontario since 1912, providing service in the areas of government relations, communications, information management, education, and training to advocate for the protection and well-being of children.
The Manager, Strategic Operations is responsible for leading complex projects focused on strategy, service and business process improvement as well as responsible for efficient tracking of key milestones across all initiatives. Projects are typically cross-functional in nature, have high visibility across the Association, and advance the work of member agencies. This role plays a key role in driving and supporting the evaluation, planning and execution of various strategic change management initiatives across the organization and within the province and works closely with as well as provides support to the senior leadership team, including aligning and leveraging organizational priorities, strategically supporting critical and emerging issues and providing workload assistance at the senior leadership level. This position is also accountable for the risk management process. This role will support the project liaison and assist in fostering collaboration between department at all levels within the Association, contributing to a responsive and dynamic environment while promoting transparency, accountability and openness.
**Duties and** R**esponsibilities**:
- Responsible for operationalizing and measuring progress on an integrated strategy within OACAS.
- Lead and support solutioning for emerging provincial initiatives/issues including complex special needs, placements, service model changes, ministry reviews and sector efficiency measures.
- Identify opportunities that align processes with service and business strategies and increase efficiency, mitigate risks and improve overall operational effectiveness
- Actively participate in multiple change management initiatives, serving as the change agent and central liaison point across the business, ensuring all initiatives are delivered with high standards of excellence, maximum efficiency and effective collaboration
- Support SLT in planning, development, execution and monitoring of the organization’s strategic planning and operational planning process
- Manage and monitor the enterprise risk management framework and support senior leadership to develop appropriate measurement and reporting metrics, evaluate results, identify areas of risk, and develop and present strategies to mitigate risk
- Participate as needed in sector wide initiatives where the Association plays a major role on behalf of Ontario’s child welfare agencies
- Identifies issues, develops and implements or recommends solutions in response to Ministry or partner feedback and quality assurance effectiveness assessments
- Creates a team environment that reflects diversity, supports differences and encourages different perspectives
- Ensures Association’s Accountability Statements including but not limited to Confidentiality, Code of Conduct, Diversity, Discrimination and Harassment policies, etc. are embodied personally and within area of work.

**Qualifications**:
**Education and Experience**
- Post secondary education in a relevant discipline from a recognized academic institution.
- Minimum of five (5) years demonstrated experiences leading and implementing strategic initiatives, efficiency measures and risk management strategies
- Minimum of five (5) years experiences in the child welfare sector or related field; OR
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
**Knowledge and Skills**:
- Extensive knowledge of child welfare services, collateral organizations, the service Community and the client composition of CAS’s
- Knowledge of the Child, Youth and Family Services Act
- Strong change management and risk management experience
- Excellent facilitation, presentation, oral communication and listening skills to conduct consultations, focus groups, webinars.
- Results-oriented with strong managerial skills including experience in program management, financial management, change management
- Innovative thinker with the ability to promote continuous improvement and to lead and influence change
- An open and collaborative leadership style that promotes partnerships and builds trust
