**JOB SUMMARY**
- The mandate of the Provincial Offences and Administrative Penalties Collections Branch is to provide collection of delinquent Provincial Offences and Administrative Penalties, and the development and implementation of collection enforcement activities.- You are responsible for planning and managing the day-to-day delivery and operations of the Collections and Cash handling programs and services.

Programs, services, projects and activities include:
- Collection of delinquent Provincial Offences
- Developing and implementing collection enforcement activities
- You perform delegated duties defined in the City of Ottawa’s Delegation of Authority By-Law, and you are also responsible for managing the unit’s human (including contracted services) and financial resources, and partner relationships.**EDUCATION AND EXPERIENCE**
- Completion of a 4-year university degree in finance, marketing, communications, commerce, business administration or other related field- Minimum of 6 years of related experience in a large collections service, customer service or cash operations unit required, including a minimum of 5 years in the management of human and financial resources.**CERTIFICATIONS AND LICENCES**
- Completion of Municipal Tax Administration Program (MTAP) is desirable**KNOWLEDGE**
- Municipal finance, Municipal Act and property tax legislation.
- Provincial Offences Act and Administrative Penalty System
- Public Utilities Act as it relates to water and sewer billing.
- Computerized billing systems, revenue management systems, point of sale systems and financial systems.
- Financial management practices and budgeting processes
- Contract document preparation, tendering/RFP processes.
- Project management
- Methods used to deal with the media and council in a professional manner.
- The City of Ottawa’s organizational, governance and administrative structures
- Legislation, regulations, policies, standards and guidelines relevant to the work (e.g. Bankruptcy Act, Collection Agency Act, Limitations Act, Tax Sales Act)
- Industry trends and developments
- Business administration concepts, theories, principles and methodologies
- Corporate policies, guidelines and practices
- The various Collective Agreements in place at the City
- Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area
- MS Office, Finance Systems (SAP), Collections Systems, Revenue Management Systems and Point of Sale Systems
- Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
