Please note: This selection process includes a Financial Stream, required for Project Oversight Analyst Positions and some Project Planning and Control Officer Positions.

**Duties**:
The duties of the positions includes but not limited to:
Project Oversight Analyst
- Analyze and challenge project information to ensure completeness, accuracy and relevance.
- Provide insight and recommendations on issues related to the execution of vessel acquisition projects.

Programme* Analyst
- Develop and analyze the integrated master schedule (IMS) to identify actual and potential programme delays.
- Evaluate the programme’s performance using earned value management methodology and other project management tools and techniques.
- Provide insight and recommendations on risks and issues related to the programme’s schedule and cost.
- Develop, implement, and maintain the Project Management Framework.
- A group of related projects and change management activities that together achieve beneficial results for a department.

Project Planning and Control Officer
- Assist in the preparation of project briefs, charters, project plans and reports.
- Develop and maintain the project schedule and risk/issue register.
- Monitor project cost, schedule, and milestones, advise on issues/risks and monitor the implementation of risk and issues response plans.
- Develop project procurement plans, prepare specifications and statement of work as per management’s decision, and support the monitoring of goods and service contract compliance.

**Work environment**:
**Intent of the process**:
The initial intent of the hiring process is to staff various AS-04 positions within Vessel Procurement with the Canadian Coast Guard. This process may also be used to staff similar positions across the federal public service.

Positions to be filled within Vessel Procurement:

- Project Oversight Analyst: 2 positions
- Programme Analyst: 1 position
- Project Planning and Control Officer: up to 9 positions

EDUCATION:
(All positions)
- A secondary school diploma or an acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCE:
(All positions)
- Experience working in a project environment performing duties such as producing project management documents, monitoring project execution and producing status reports, managing project financials, managing schedule, managing and reporting on risks and issues or other related project management duties.

Financial Stream (Project Oversight Analyst Position and Project Planning and Control Officer Position):

- Experience maintaining budgets.
- Experience working with financial systems, data warehouses or financial reporting tools to extract, consolidate and analyze financial data.

ASSET EDUCATION:

- Industry recognized project management certificate in good standing such as the Profession Management Profession (PMP) designation from the Project Management Institute or Prince2 certification.

Degree equivalency

ASSET EXPERIENCE:

- Experience in writing briefing notes, reports, or presentation material to management.
- Experience in assessing project or programme performance using earned value management methodology.
- Experience using SAP or SAP Business Objects (Business Intelligence).
- Experience using MS Project or Primavera (P6) project scheduling software.
- Experience in developing or implementing project management framework and processes.
- Experience in risk management including maintaining a risk register.
- Experience in supporting the management, development and/or administration of contracts.
