Our programs involve both housing (capital project funding, property management and sourcing access to new or existing units for client use) and supportive services for individuals in or seeking access to housing programs. We believe in finding housing accommodations first and then establishing the individualized supports required by the client to remain in a home.
Homelessness Reduction Innovation - Evaluation Specialist

About the Homelessness Reduction Innovation Fund (HRIF)
The Homelessness Reduction Innovation Fund (HRIF) is a national initiative led by the Government of Canada and administered by the Canadian Alliance to End Homelessness (CAEH) to accelerate reductions in homelessness through innovative, system-level interventions. HRIF provides one-time funding to communities to design, test, and implement creative approaches that remove barriers to housing, integrate culturally appropriate practices, and achieve measurable reductions in homelessness.
Position Summary
Homeward Trust Edmonton is seeking a data-driven and impact-focused Evaluation Specialist to lead the monitoring, analysis, and reporting for the Landlord Engagement Accelerator & Rapid Housing Reserve Fund Pilot. This role is critical in assessing the outcomes and effectiveness of innovative interventions aimed at reducing chronic homelessness, in alignment with the national Homelessness Reduction Innovation Fund (HRIF) objectives.
The Evaluation Specialist will design and implement a performance measurement framework, support data quality and compliance, and collaborate closely with internal teams and external partners, including CAEH, to capture learnings, report on progress, and co-create a final summary report. The role requires a strong commitment to equity, community-driven change, and evidence-based decision-making.
**Responsibilities**:
Evaluation Design and Framework Development
- In collaboration with the data and program teams, develop and implement an evaluation plan that aligns with HRIF expectations and Homeward Trust’s strategic goals.
- Design logic models, indicators, and data collection methods to measure the impact of both pilot components (Landlord Engagement Accelerator and Rapid Housing Reserve Fund)
Data Collection, Analysis, and Reporting
- Support the collection and analysis of quantitative and qualitative data, including program and finance data.
- Collaborate with the Landlord Relations and the Data & Analytics teams to regularly review collected data, ensuring quality, completeness, and accuracy.
- Prepare and submit quarterly narrative and financial reports in collaboration with the Project Administrator and other Homeward Trust internal teams.
- Monitor project progress against target outcomes.
Collaboration and Communication
- Collaborate with CAEH’s assigned Improvement Advisors to document methods, results, and lessons learned through CAEH’s online Change Package.
- Utilize data to produce regular reports, briefing notes, and publications for both internal and external audiences, including Homeward Trust senior leadership, CAEH, and the HRIF Steering Committee.
- Lead the writing of the final project report. Support internal teams in utilizing evaluation findings to improve practices, make data-informed decisions, and adjust project delivery.
Compliance and Knowledge Management
- Ensure adherence to all reporting timelines and data quality standards as outlined in the Data Sharing Agreement and project requirements.
- Support the co-development of the final project summary report, including a comprehensive overview of results, methods, successes, and future recommendations.
- Maintain secure, organized records of all data sources, tools, and evaluation documentation.
