**Main Purpose and Function**
The City of Vancouver has adopted the Rain City Strategy, an ambitious and award-winning long-term plan to capture and treat 90% of Vancouver’s average annual rainfall through the implementation of green infrastructure (GI) on public and private property throughout the City.

As part of Vancouver’s inter-disciplinary Green Infrastructure Implementation Branch, the Planner I supports both internally and externally designed green rainwater infrastructure projects within streets and public spaces with a focus on design, preparation of construction drawings and documentation and project implementation.

This position reports to the Green Infrastructure Implementation Branch Senior Project Manager and be part of an inter-disciplinary design team with expertise in engineering, landscape architecture and urban ecology. The GI Planner will work collaboratively with branches across Engineering Services including Transportation Design, Streets Design, Streets Activity and Sewer and Drainage Design, Street Operations as well as many other partners outside of Engineering.

**Specific Duties and Responsibilities**
- Performs project assignments on any aspect of planning green infrastructure projects by conducting research studies to support policy changes and solve planning issues.
- Provides leadership, forward thinking and green rainwater infrastructure expertise to a team of highly motivated, inter-disciplinary professionals.
- Develops and coordinates conceptual design, detailed design, design standards and construction methods with various design and operation branches within Engineering Services.
- Prepares design, construction, and specification packages for various stages of a project from conceptual to detailed design, construction and post construction.
- Prepares construction tender packages and specifications, coordinate and review contractor submittals, and perform site inspections for externally constructed projects.
- Coordinates and reviews the design work of externally designed green rainwater infrastructure projects.
- Prepares reports and technical memos and presentations and other materials to support policy development, training, guidance and standards related to green rainwater infrastructure design, construction, establishment, operations, maintenance and renewal.
- Develops outreach materials related to green rainwater infrastructure.
- Performs field observations and studies, collecting data and engaging with the public, trades, industry practitioners and other stakeholders.
- Supports in coordinating and communicating with internal and external stakeholders which may include home builders’ associations, professional associations, trade associations, and urban development institute.
- Other duties/responsibilities as assigned.

**Qualifications**
Education and Experience:

- A degree in planning recognized by the Canadian Institute of Planners and a minimum of one year professional experience in the planning field or an equivalent combination of post-secondary education and experience.
- Eligibility for membership in the Canadian Institute of Planners is desirable.
- Experience analyzing, prioritizing and implementing projects over a multi-year time horizon, developing budgets for projects and analyzing the financial, environmental and other implications of policy proposals.

Knowledge, Skills and Abilities:

- Strong knowledge of integrated rainwater management and green infrastructure planning, design, construction and operations, soil science, ecology, horticultural science, and urban landscape design principles.
- Good knowledge and understanding of governmental structures and systems.
- Excellent interpersonal and written and verbal communication skills.
- Ability as a project manager with strong organizational and time management skills including the ability to deal effectively with multiple tasks of moderate complexity and setting and meeting competing deadlines.
- Ability to deliverer outreach material.
- Ability to build consensus on challenging issues and develop partnerships.
- Proficient in AutoCAD, Adobe Suite, and Microsoft Office suite of products.
