OVERVIEW

The Procurement Specialist manages supplier relationships and evaluates products or services purchases within the guidelines of CMHA Durham and various funders. This may include extensive market research to make informed decisions when purchasing for the organization. They oversee order placements, to get the best deals to increase profitability while maintaining product quality and are vital to an organization's supply chain process, as they help plan, forecast, purchase, transport, and monitor products throughout several supply chain stages.

MAJOR RESPONSIBILITIES
- Reviews invoices and budgets
- Identifies and researches prospective suppliers
- Liaise with internal project teams and departments
- Develops and maintains supplier relationships
- Manages daily, monthly, and quarterly purchasing reports
- Handles contract negotiations and drafting terms and agreement
- Maintains and shares relevant industry trends and innovations
- Supports government reporting
- Monitors and evaluate contracts to ensure that vendors and suppliers comply with contractual terms and conditions; assess the need for any change before discussing unacceptable goods or services and determining corrective action
- Attends meetings and conferences to learn about new industry trends and make contacts with suppliers
- Performs other tasks as assigned by management.

RISK MANAGEMENT
- Minimizes risks adhering to CMHA Polices and Procedures identifying, assessing, evaluating and controlling risks ensuring well-being of staff and clients

SKILLS AND QUALIFICATIONS
- Post-secondary education in a related area of study (i.e., bachelor's degree in finance, economics, or related fields, such as economics, business law, accounting, supply chain management, procurement practices, financial management)
- Certification in supply chain management or Broader Public Sector (BPS) certification is an asset
- Able to manage work processes and complete purchase orders within the specified timeframe
- create schedules to effectively coordinate with multiple departments
- plan and monitor the time to purchase products to ensure they arrive at the specified destination on time.
- Sound decision making skills are essential to make effective purchasing choices for the agency and advise leadership on procurement decisions.
- manage daily activities and develop action plans effectively
- interact effectively with stakeholders and deliver reports on the team's activities
- Knowledge of budgeting and financial management required.
- Ability to acquire and utilize community resources effectively to meet clients’ needs.
- Knowledge the Ontario Disability Support Programs (ODSP), Ontario Works (OW), Canadian Pension Plan (CPP), Old Age Security (OAS), social service benefits and related legislation in Ontario.
- working with a budget to manage the supply needs of one or more departments
- develop strategies to use company finances to satisfy its purchasing needs, reduce expenses, and generate optimal results.
- reviewing budgets and invoices to submit accurate purchasing reports
- Knowledge of MS Office (Word, Excel, PowerPoint and Outlook).

EFFORT
- Sits at a desk, as well as stands and walks daily, in order to perform the duties of the job.
- Concentration, attentiveness and creativity required daily to attend meetings, develop the necessary tools to help clients manage their financial affairs, manage a caseload, prepare documents, listen to clients, etc.

WORKING CONDITIONS
- Works in office and work field environments
- Occasional exposure to abusive/irate clients, distractions, interruptions and deadlines
- Staff will be responsible for entering units of people who smoke and or have pets
