**Nature and Scope**

The Labour Force Development (LFD) Advisor is under the Career Services unit within the Saskatchewan Indian Training Assessment Group (SITAG) and the Employment Development and Career Services Department. The Career Services unit is dedicated to supporting delivery of the First Nation Labour Market Strategy (FNLMS) and SITAG business. This position provides support to employment agencies within the SITAG network so they may successfully deliver the local labour force development programs and services. All Saskatchewan Independent First Nations and Tribal Councils are inclusive of the SITAG Network. This position will positively promote and create an environment that demonstrates SIIT's vision, mission, and mandate.

**General Accountability**

The LFD Advisor is accountable to provide client and program support according to the individual needs of each Independent First Nation and/ or Tribal Council. The position works directly with local LFD technicians to support the SITAG case management process, fill service gaps, and train in the components necessary for FNLMS Program delivery.

**Specific Accountabilities**

Specializing in sustaining capacity development, the LFD Advisor provides strategic guidance and enhanced layers of support in client case management, planning, data management, systems, and administrative functions. This position supports capacity building initiatives through a client service model, on an outreach basis, to residents in a specific geographical area using a local service delivery framework and case management process. The LFD Advisor provides additional support as required and includes the following broad range of accountabilities:

Capacity Building & Support_**
- Conduct training sessions, either in person or remotely, in areas such as client case management, planning, data management, systems, and other administrative functions
- Ensure training and support are responsive to client needs and adapt training content, communication, methods of instruction, modeling, and coaching to facilitate learning as required
- Understand community needs, goals, and objectives to support case management, planning, strategies, and referrals
- Regularly assess the community needs to identify capacity or gaps in local service delivery, areas for improvement, and revise support approaches accordingly
- Provide recommendations for optimizing resources and budget utilization to maximize the impact of labour force development programs
- Support strategic decision making and multi-year planning
- Conduct financial analyses to assess the cost-effectiveness of capacity building initiatives
- Analyze complex situations related to labour force development, employment, and/ or skills training and support with innovative solutions
- Travel to communities, as needed, to assist with planning, claiming, financial monitor preparation

Administrative_**
- Support the preparation of required reporting in accordance with the FNLMS agreement
- Support accurate record keeping and progress tracking of capacity building initiatives
- Ensure accuracy of client files to support sponsorship decisions
- Verify that client data is entered accurately to TAS
- Support timely quarterly financial claiming
- Support the preparation of external contracts related to work experience partnerships with employers

Relationship Management_**
- Undertake activities that will ensure that program and service plans align with emerging trends, address the needs of key stakeholders, and remains responsive to varied environments
- Assist in the development of partnerships with educational institutions and employers to leverage training and employment opportunities
- Engage internal and external stakeholders as required to develop and inform strategic options and planning approaches
- Establish and support strong, value-based relationships with stakeholder groups including federal, provincial and First Nation governments, the SITAG delivery network, First Nation entities and industry partners
- Provide regular and effective communication to stakeholders as requested
- Demonstrate leadership and initiative in sharing outcomes with key internal and external contacts
- Contribute to SITAG's strategic effectiveness by representing and participating on internal and external committees as required
