**Responsibilities**:
PRIMARY PURPOSE

Leads the planning, development and execution of strategies to deliver TransLink’s legislative obligations as it relates to the ongoing management of the major road network.

The role provides ongoing management and oversight of changes to the Major Road Network (MRN) and other proposed actions that may reduce the people-moving capacity per Part 2 of the South Coast British Columbia Transportation Authority (SCBCTA) Act, reviews change requests and performs technical analyses; develops reports and formulates recommendations for Board and Director approval. The Manager oversees the execution of long-range plans, identifies priorities; goals; objectives; reviews proposals from municipalities and performs technical analyses to develop reports and formulate recommendations for leadership approval. The role manages and maintains stakeholder interactions within municipalities, including developing briefing notes and briefing senior leadership on how the major road network will be co-managed by TransLink and its municipal partners.

KEY ACCOUNTABILITIES

Works with internal and external stakeholders to develop long, medium and short-term strategies to support the execution of TransLink’s legislative mandate related to the management of the Major Road Network, identifying key priority areas; goals and objectives; and technical issues or barriers.

Receives and reviews proposals from municipalities to repair, expand or develop areas of the major road network; performs detailed technical analyses, formulating recommendations and developing reports for approval and presents recommendations to leadership or TransLink Board

Initiates technical studies to review, assess and evaluate proposed plans to ensure adherence to industry best practices and engineering standards. Works with consultants to oversee the process.

Develops standards, guidelines and plans for the management of major road networks for municipalities to follow; ensures proposed projects adhere to standards and works with municipalities on compliance.

Oversees the lifecycle of medium to high-risk projects or programs, including project development, implementation, budget development, timelines, deliverables and stakeholder interactions. Identifies scope of work and develops work plans, identifying and allocating resource requirements. Works with external firms and/or consultants as a representative of TransLink.

Presents and reports on project progress, risks, expectations, timelines, milestones and key metrics to the senior leadership team. Provides suggestions, advice, guidance and recommendations to mitigate risks and resolve issues. Develops and manages documentation, including status reports.

Oversees operating and capital budgets in association with road operations, reviews invoicing charged against these budgets, assessing for discrepancies.

Develops relationships with key stakeholders and acts as a liaison between TransLink and municipal partners; provides consultation and guidance to support understanding of proposed plans in complex, technical reports and solicits and gathers feedback on proposed plans to gain buy-in and fosters collaborative information sharing, problem solving and decision-making with project managers and other key stakeholders across the enterprise.

Develops briefing notes and briefs senior leadership on TransLink’s approach to the management of the major road network. Addresses municipal inquiries and concerns, providing information and responses, acting as a representative of TransLink.

Represents TransLink on various committees and task forces, prepares reports and studies for presentation, works collaboratively with senior government agencies and municipalities.

Provides input into the Engineering Division business plan, specifically to items related to the major road network, road safety, expansion of the road network, funding and key priority areas and participates in the development of the operating budget for the Depart
