**POSITION PROFILE**

**Position Type: Permanent, Full-time**

**THE OPPORTUNITY**
The Safety Codes Council (Council) is seeking a highly collaborative, curious, and analytical Manager of Policy to provide leadership and expert policy advice as the Council executes its strategic and business plans.
The Manager of Policy is accountable for:
- Ensuring the Council’s internal policies are necessary, relevant, and consistent with legislative and regulatory changes.
- Providing policy advice to Council Executive on Alberta’s safety system that integrates stakeholder perspectives, government policy objectives, the safety system’s legislative and regulatory framework, and operational considerations.
This position operates in a highly technical environment where programs are governed by legislation, regulation, codes, and bylaws, and there are a broad range of stakeholder interests.
**Key Responsibilities and Deliverables**
- Provide leadership, coordination, development, facilitation and knowledge/ skill transfer to internal and external teams involved with safety codes policy issues and the Council’s internal policies. This involves designing, planning, executing, and evaluating policy reviews and stakeholder engagements, and leading cross-Council policy initiatives.
- Monitor, identify, research, and analyze existing and emerging safety system policy issues and recommend actions, including but not limited to internal policy changes, government relations approaches, safety system policy reviews, and/ or stakeholder engagement.
- Provide leadership and expert advice to all Council departments to ensure program and internal governance policy supports the Council’s execution of its mandate and strategic goals.
- Build collaborative relationships and facilitate discussions with Council, government, and industry counterparts about operational and technical safety system policy issues.
- Lead and facilitate stakeholder engagement processes on behalf of Council Executive or Council business units.
- Manage a team to efficiently and effectively achieve business unit’s goals and the Council’s mission and goals to ensure an environment of service excellence, high performance, innovation and embracing change.
- Actively participate in all management related activities, such as budgeting, planning and reporting.
**Qualifications & Experience**
- Post-Secondary degree in Political Science, Economics, Arts, Business, Law, and/or related field.
- Formal education or coursework in project management is an asset.
- Minimum five years’ experience in developing, implementing, and evaluating policy - preferably in a government or regulatory organization.
- Minimum five years’ leading and managing staff, or leading complex projects, is required.
- Experience in developing and implementing advocacy or negotiation strategies.
- Experience leading stakeholder engagement, communications, and partnership-building.
- Experience providing advice to senior decision-makers.
- Knowledge of principles, theories, and best practices in policy development and implementation.
- Knowledge of Government of Alberta and/ or municipal governments including priorities, plans, decision-making processes, and structures.
- Knowledge and understanding of the _Safety Codes Act_, related regulations, quality management plans, and compliance monitoring practices considered an asset.
- Demonstrated proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
