**PURPOSE**

The purpose of the Payroll and Benefits Administrator position is to perform a bi-weekly payroll for all PWO staff, both hourly and salary paid employees, accurately, correctly and on time, and to act as the liaison between the company and staff for payroll, benefits, and pension plan information. They will also act as a liaison between the company’s benefit companies and employees.

**NATURE AND SCOPE OF POSITION**

Internally, the Payroll and Benefits Administrator provides information to, and gets information from, all levels within the organization. The position has regular contact with all PWO personnel, including employees, Supervisors and Managers, for all payroll, benefits and pension plan related issues. The position regularly provides information about payroll, benefits, pension plan, and company policies and procedures to all PWO staff. The position has regular interaction with external contacts such as payroll providers, group benefits and pension plan carriers, and government agencies.

The Payroll and Benefits Administrator has moderate freedom to act within generally established guidelines in order to accomplish payroll and benefit related duties.

**QUALIFICATIONS**

**Education**: Completion of a post-secondary program in Business Administration or related field is required. Completion or enrollment in the Canadian Payroll Association (CPA) designation program is preferred.

**Knowledge and Skills**: The incumbent must have a thorough knowledge of all related legislation including, the Employment Standards Act, Human Rights Code, Occupational Health and Safety Act, and Workplace Safety and Insurance Act. Strong computer skills in Microsoft Office and Payroll Processing Software (Ceridian Dayforce) are required. Good organizational and interpersonal skills are required in order to balance multiple priorities and problem-solve issues with PWO personnel. High attention to detail is required to ensure payroll is consistently processed correctly.

**RESPONSIBILITIES**
- Processes and submits all bi-weekly payroll to Ceridian Dayforce accurately and on time.
- Processes and submits any off-cycle pay runs, such as hourly vacation accrual payout and annual company bonuses.
- Reviews documentation submitted by Supervisors and Managers and follows up to instruct where information provided is inaccurate and more information is required.
- Accurate processing of payroll information, changes to pay/departments, and employee personal information.
- Advises Supervisors and Managers of any ongoing problems with employee timekeeping, time and attendance. (I.e. missing punches, overtime, etc.)
- Reviews and rectifies any payroll concerns and pay problems with employees.
- Reconciles and prepares payroll reports for government agencies, service providers, and the PWO management team on a bi-weekly, monthly, quarterly and annual basis as required.
- Supports human resources in developing and implementing policies and procedures.
- Administers the group benefits and registered pension plans, processes the necessary paperwork, answers employee questions, enrolls new employees, terminates employees from plan, and explains plan changes and updates to employees in a timely manner.
- Completes Employment Verification Letters, ROEs, T4s, and any documentation requests from the government.
- Suggests process improvements and efficiencies where systems may be lacking.
- Assists with the annual company bonus calculations, annual salary increases, and annual updates to the hourly payscale, and ensures all authorized changes are updated correctly in Ceridian Dayforce.
- Performs work in a conscientious, accurate, business-like, and courteous manner.
- Efficient use of electronic data collection software.
- Performs all duties within the 5S standards.
- Follows and performs to the processes and instructions outlined in the Process House that are applicable to the department.
- Compliance to all company HR policies and procedures.
- Responsible for working safely, complying with safety policies and procedures, and wearing personal protective equipment (PPE) required in the designated areas as per company policy.
- Responsible for working safely and keeping a safe work area for themselves and fellow employees. Reporting any unsafe working conditions, practices, and work-related injuries immediately to his/her Manager.
