Capital Delivery Performance Specialist

**Job Description**:
**POSITION PURPOSE**

Reporting to the Program Manager, Delivery Performance is responsible for providing support on management of financial and schedule data within project management systems for use in branch and department-wide reporting in alignment with corporate requirements; identifies project and portfolio status by comparing and analyzing actual results with plans and forecasts; supports effective project scheduling and planning by developing and maintaining best practice processes for scheduling of projects; interfaces project schedules with project budgets and supports achieving efficient cash flow forecasting through consistent schedule development; leads training and builds capacity in project teams including external vendors on schedule management; gathers, determines and develops business requirements and functionality for data management and reporting to meet branch and department business objectives; performs schedule and financial audits to ensure policies and procedures are being followed; determines operational costs of the branch by collecting and analyzing data; maintains cost database by entering and verifying cost data for the purpose of cost estimating.

**MAJOR RESPONSIBILITIES**
- Supports project teams in the development of project schedules for all phases of capital delivery projects (planning, studies, environmental assessment, design and construction) by maintaining and customizing branch schedule templates.
- Integrates multiple schedules into an overall project schedule as needed.
- Recognizes risks and issues related to project timelines and incorporates mitigation plans into schedules.
- Determines project and portfolio status by comparing and analyzing actual results with plans and forecasts.
- Analyzes project schedules to evaluate activity sequences and logic, verify schedule integrity and ensure consistent scheduling techniques are being applied.
- Analyzes change orders for schedule impacts.
- Leads schedule management training and development of training materials for project teams and external vendors.
- Facilitates project schedule workshops project planning meetings, and/or project status meetings as required by the project teams.
- Modifies proper invoice templates to align bid items with PSAB accounting categories
- Prepares reports, presentations, and publications to highlight branch performance and accomplishments
- Performs other duties, as assigned, in accordance with Branch and Department objectives

**QUALIFICATIONS**
- Successful completion of a Community College Diploma in Business Administration, Financial Management, Project Management, Engineering, Information Technology or related field or approved equivalent combination of education and experience.
- Minimum three (3) years’ experience providing project financial and/or schedule analysis in any or all aspects of engineering system planning, design and construction or support in data management systems, data integrity and project management.
- Sound knowledge of financial systems, data tracking, report generation, cost estimation, project management software and infrastructure delivery.
- Demonstrated experience and ability on functional and technical levels of MS Project Professional and ability to develop, monitor and maintain project schedules in an enterprise environment.
- Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership Knowledge of civil works and demonstrated understanding of construction task sequencing.
- Analytical skills to analyze schedule logic, identify issues, and to design, develop and implement recommended solutions.
