The Project Manager (PM) will provide support, coordination, planning, and implementation of Portfolio Management projects; within Provincial Patient Flow/System Utilization and Surgical Services; across HPEI and facilitate successful completion of assigned projects. The incumbent will have responsibility for managing multiple priority projects and special initiatives intended to achieve the strategic direction of the organization. While projects will be of varying magnitude and complexity, they will typically cross multiple functional lines and involve substantial changes in program design, business processes, technology, staff roles and/or resource allocation patterns. The Project Manager will have direct responsibility for managing the project within defined parameters, i.e. defined scope, schedule, resources, and result expectations.

**Duties**:

- Lead various projects associated with the Provincial Patient Flow/System Utilization and Surgical Services. Help establish overall project vision, charter, scope, goals, and strategic priorities.
- Develop project management plans to achieve goals/objectives of the project and timelines that coincide with the project financial budget(s) and other targets
- Ensure project management plans address project governance, communication, project reporting, and management of risks, issues, configuration, quality assurance, procurement, and change
- Participate in the development of program standards and services, procedures and protocols as required to support the standards and strategic plans of Health PEI
- Develop project plans with deliverables and an implementation plan in collaboration with stakeholders
- Ensure project evaluation framework is developed, and evaluation implemented
- Provide evidence of project accountability through evaluation and monitoring activities
- Manage project budgets as assigned to work plan activities
- Assessing needs and purchase of materials for projects, as required
- Develop communication plans in conjunction with key stakeholders
- Draft appropriate document such as briefing / issue notes for information updates, relative to the work tasks.
- Model and foster an environment of teamwork, open communication, partnership and service integration across the continuum of care within and outside the organization..
- Promoting and ensuring a quality improvement culture for all working groups to ensure programs maintain current and relevant, and processes are efficient and effective, as well as patient centred
- Develop and maintain effective working relationships with partners and stakeholders including, but not limited to, Communications, Health Analytics, Policy, Planning and Evaluation, and Privacy and Information Management, Legal Services, Quality, Risk and Safety, and Finance personnel

**Minimum Qualifications**:

- Applicants must have a university degree in a related discipline, preference for a master’s degree in a relevant discipline, with professional development coursework in project management
- Must have considerable (3-5 years) experience, including experience working with staff, management and executives, preferably in a health-related setting
- Demonstrated Equivalencies will be considered
- Must have experience managing projects and strong knowledge of the healthcare system
- Experience, high knowledge and proficiency in budget planning and management / supervision; project/program planning, performance monitoring and reporting; research, analysis, development and program evaluation; research methods; team building and group facilitation; and stake holder engagement communications is required.
- Must have demonstrated management and leadership skills
- Must have strong interpersonal, facilitation and collaboration skills
- Excellent ability to establish and maintain effective working relationship with stakeholders is required
- Excellent problem solving, conflict resolutions and facilitation skills; excellent oral and written communication skills are required
- Demonstrated ability to think and plan strategically and to develop and deliver presentations is required
- Must have a good work and attendance record

**Other Qualifications**:

- Project Management Professional (PMP) designation preferred
- Master’s degree preferred

**Successful applicants are expected to complete the term of temporary assignment unless appointed to a permanent position.**

**Salary Range**:$38.46-$48.08 per hour (Level 19)

**Bi-Weekly Hours**:75 hours bi-weekly /
