**Your Role**

Join our team as a Planning Manager with the Infrastructure Ontario team.

The Senior Planning Manager is responsible for developing project requirements, including scope, schedule and budget, and assessing the feasibility and potential risks of proposed projects before they enter the planning phase. This includes conducting thorough research, engaging with stakeholders, and preparing comprehensive project proposals and Project Initiation Form. The role will also provide expertise and insights, contributing to the successful initiation of projects, and ensuring alignment with regulatory requirements, stakeholder needs and requirements to the project programs.

**Responsibilities**:

- Lead the pre-planning team and the processes of the centralized intake framework by providing strategic and capital planning/capital allocation strategies to ensure plans align with Infrastructure Ontario’s objectives.
- Provide project development services to the Ministries and internal stakeholder groups.
- Foster relationships, create efficiencies in the program, and collaborate externally and internally on optimization programs.
- Main point of contact in developing and influencing project initiation requirements - scope, schedule, budget and completion/approval of the Project Initiation Form.
- Conduct project feasibility analysis, risk assessment and mitigation, and assessing financial implications of the projects across the portfolio.
- Provide business strategies and quality assurance tactics to align the different divisions/stakeholders and objectives in the Service Provider Alignment Committee, Tactical Review Sessions, and PJF Review Sessions. Collaborate and extract information from other internal and external stakeholders.
- Research and analyze relevant data, market trends, regulatory requirements, and other factors that may impact project planning.
- Develop comprehensive project proposals outlining the scope, objectives, timeline, budget, and expected outcomes.
- Assessing the financial implications of the project, including cost estimates, revenue projections, and return on investment.
- Assessing the potential environmental impact of the project and identifying measures for sustainability and environmental stewardship.
- Team building and management and cross-functional collaboration.

Qualifications:

- Experience or education in Urban Planning, Architecture, Engineering, or a related construction field.
- PMP, P.Eng (electrical or mechanical), PQS (Professional Quantity Surveyor) certifications are an asset
- Expertise in relevant areas such as cost estimating, scheduling, risk assessment, scope development, and sustainability practices.
- Experience preparing reports, presentations, and documentation related to Planning activities, including findings, recommendations, and progress updates.
- Strong knowledge of regulatory requirements, environmental impact assessments, and sustainability practices.
- Excellent analytical and problem-solving skills to identify and assess potential risks and challenges associated with the project, programs, capital plans and developing strategies to mitigate them.
- Identifying areas for improvement in Planning processes and proposing enhancements to optimize project outcomes.
- Experience in managing internal and external vendors for pre-design services including feasibility studies, functional programming, and space planning and optimization.
- Experience in functional programming development to support client’s requirement for a project and/or long-term vision for existing and new infrastructure.
- Experience managing design, build, finance, and maintain (DBFM) Public-Private Partnership (P)3 model and implementing Stipulated Sum and Construction Management methodologies is required.
- Experience developing, administering, monitoring and tracking various contract types and legislation including P3 Project Agreement(s), CCDC-2, CCDC- 5B, CCDC-14, OAA Document 600 and the Construction Act.
