Purpose_**
Contributes to the overall success of the first line Enterprise Operational Resilience Program for International Banking, ensuring specific individual goals, plans and initiatives are executed and delivered in support of the team’s business strategies and objectives.
Ensures all activities conducted are in compliance with governing regulations, internal policies and procedures. Scope includes comprehensive oversight and coordination of activities covering Retail Banking, Commercial Banking and Global Banking and Markets within the International Banking footprint, with a focus on proactive risk identification and mitigation.
The Director, Operational Resilience, International Banking supports the SVP, IB COO to work closely with risk owners and control and support functions on risk and compliance activities to fulfill the mandate

What You’ll Do:_**
- Aligns IB Operational Resilience program to the Enterprise Wide program, led by the Chief Operating Officer in Global Operations.
- Leadership of key workstreams within the Operational Resilience Program in the first line; including the rollout of Critical Services methodology and mapping, and the development of tracking mechanisms with respect to resilience assessment, gaps, and remediation plans.
- Works closely with the operational resilience leads in each business line to ensure consistency and coordination of the identification of Critical Operations (COs) and the mapping of people, premises, processes, vendors and technology against COs. Consolidates identified vulnerabilities and outlining coordinated remediation efforts.
- Supports progress reporting against key regulatory requirements for the Enterprise Op Res Steerco and additional committees including the ORC and RMC, and potentially the Board.
- Ensures participation of all relevant IB OR team members in new training program related to Operational Resilience.
- Oversees the development of contingency plans for critical third party arrangements.
- Liaises with the second line Operational Risk team to ensure they are able to adequately challenge, and with the regulatory relations team on all regulatory updates.
- Leads in country teams to deliver initial Program requirements, subsequently structuring the team responsibilities for ongoing support and efficiency.
- Eventually, will develop new guidelines and standards for scenario testing at Scotiabank in line with general resilience.
- Works closely with other members of Enterprise Crisis Management (ECM) to identify special projects that are in line with the strategic objectives of the group and that serve to enhance the efficiency and effectiveness of financial crisis management.
- Tracks progress against a consolidated map of regulatory requirements including DORA, E-21, B-10 etc.
- Provides overall leadership and performance management of Crisis Management and Business Continuity Business Intelligence and Reporting
- Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.

- Bachelor’s degree; MBA preferred
- 7+ years working in a risk management or operational role in a leadership capacity
- Demonstrated capabilities in managing and planning activities related to operational resilience
- Strong background and experience in project management, program and change management practices
- Strategic thinker with the ability to define business tradeoffs, generate out-of-the-box solutions and manage uncertainty; proactively identify and solve complex problems impacting management and business direction
